Could be to highlight his new cyclone thing and his iron body motif. But also could be to make him less Soviet, but if that’s the goal they are doing a really shitty job.
Snake Eyes is a great grappler player but he’s a fucking idiot in this case. Alex was one of the more popular 3S characters despite being mid-mid low tier. There’s multiple Japanese Alex players (pretty much all of them mentored by KSK) who have done well in tournaments over there. There’s like 3 or 4 very high level Alex players in Japan. 1 of them (Genki) is the only Alex to ever get to Top 8 at SBO. There were 3 Alex specialists in So Cal during the peak years of 3S that did well in tournies for the most part.
In comparison; there’s only one dude who was gdlk with Remy (Pierrot), there were very few Remy players in general. Very few Hugo’s outside of YSB and Hayo. I can’t name any Elena or Necro players. There was one dude in Japan who used Twelve at super high level. There’s two Q legends and one of which is Kuroda (the other is TM), no one in America or anywhere else approached that level. Not a lot of Ibuki’s too despite her being a very good character who has a decent chance against Chun.
Least popular 3S characters are Twelve, Sean, and to an extent Necro. Everyone else definitely has quite a few fans. Not to mention that Alex, Q, and Urien have been heavily requested.
Sure, technically he is, but it’s hard to actually stay the main character when you’re surrounded by Ryu and Ken and Sean and Oro and your actual story is just hidden off in the corner somewhere. In order for Alex to really be the main character, Capcom would have needed to stick to their guns and give Alex his own supporting cast that all related to him in different ways. As it is, only Hugo really relates to him directly, and Urien only indirectly.
Same thing happened to Abel in 4, but worse. In SF5 I think they realized it’s not going to work, and didn’t bother.
Nowadays, you could probably make an argument that Dudley is more of a SF3 rep than Alex.
