Setup is: HP SPD-Dash = +3, but your crouch MK comes out 5 frames after they wake up.
If they commit to block, you make contact, if they jump, your crouch MK whiffs
Option 1: They block: Your crouch MK makes contact. You can cancel it into LK SE
Option 2: They jump: You don’t make contact. You can’t cancel into LK SE, and therefor know to proceed into EX BD
So something like like: F, FD, D +MK, DB, B+LK, DB, D, DF, F, F+UF, U + PP
Awesome attempt even if utility is questionable given this specific scenario.

This would work anywhere people are -2 and close. Mika just became less scary her mp is -2 so block and do this OS. Once she is conditioned to break throw, free ground spd.
Fooled around with it in training mode and the recovery seems to be ~6 frames for releasing the flex. So, flexing and then absorbing a medium range poke should give you some form of punish during the opponent’s recovery.
If you absorb an attack before Zangief flexes, you freeze and the frames before he poses increase; this makes reversal Iron Body vs frame traps pretty poor and point towards reversal EX Siberian Express being the answer in these situations, specifically vs frame-traps to catch throw techs.
So, you would have to flex and hold in anticipation of a medium range poke, release on confirmation that it hits and punish with jab SPD (5 frame), st.mp (6 frame), etc. I don’t think any medium range poke is below 12 frames, with the exception of certain far reaching lp and lk.
Tested this with Zangief s.mp (12 frame recovery), Headbutt (14 frame recovery) and Chun s.hp (16 frame recovery). The punishes I was able to do lined up with the ~6 frames of flex recovery.
@Evansgambit what can you get from knockdown lariat? Like say c.jab, St.lk xx lariat. I know you are negative if you try to dash up, so negative that a 4 frame jab will jab you out of the dash. Any ideas?
