The term “broken” loses its usefullness when you start to describe games that are competitively playable broken. I think when something makes a game not competitively viable, its broken.

Game was designed broken, which when it comes down to it is probably what defines a broken game. When every character can abuse an option that was either intended or not and it makes most options REDUNDANT (not to mention the plethora of infinites in the game itself). Meaning games like Capcom vs SNK 2 has RC, but it’s not considered broken because it doesn’t seal off options in the game completely. Broken games don’t necessarily mean the game isn’t fun though, Jojo’s Bizarre Adventures was broke as fuck, but that game was fun as hell to play and still is.
When you put the game on the console and does not work, the game is probably broken…
Now serious, when there are too many broken characters. Since when there is mostly only 1 or 2 they are just ban.

Aren’t all fighting games broken there is no perfect fighting game, but the more broken a fighting game is, the more it sucks and nobody wants to play it because watching duo lon vs duo lon matches sux
anyway so duo lon is king but don’t you still have to have two other players so that makes it 3 maybe 4/5 playable charas
but yeah duo is way to strong… to make anyone else worth learning.
