Mel is 3 years old in SF3 double impact which means he was born in 1995.
Gouki or anyone else learns the SGS by completely submitting to SnH; it’s more of a mindset thing, not a rubric that can be practiced and refined. The “sealing” of it refers to restraining yourself from letting SnH entirely consume you. This is why the move is only Gouki’s and not his master’s (could manipulate SnH so well he could consciously turn it on and off like a switch) nor his brother’s (abstained from SnH from the start).
Vega first went after Ryu because he finally saw someone with the potential to face him in anger and hatred (the two primary psycho power amplifying emotions), instead of fear like all the past fighters he kidnapped. Yeah by Zero 3 Vega realizes that even his body has a limited psycho power carrying capacity as well as the drawbacks of the psycho drive, so he starts considering alternate bodies including Ryu’s for sheer power potential, even though the most ideal candidates would be Cammy (same DNA) & Rose (same soul).

re: SFIV timeline
Ergo, the likely time period of this game is 1994, or one year after [S]SF2[X].
I’m calling it here: SFIV is SF2’s epilogue, the same way that 3S is 2I’s epilogue. No tournament. There may or may not be one last boss character for everybody, if there is, it’ll be like Gill in 3S, where you just have to face him to get the ending, not that everyone fights him. Otherwise, it’ll be like A2/2I, where everyone will have their own last boss.

Oh and apparently my rep went back to positive from some other guys through a couple posts I made defending SFIV in the “How many breaks are we going to give this game” thread.
Crimson Viper might very well be the final boss; the style and context of her profile strikingly resembles what was Vega’s when he was introduced in SF2. My hopes (since she’s stated to be an agent) include her being a link to either Gill’s organization (due to her flame + electric abilities and Kolin looks) or (more reluctantly) Shadoloo, and not a one-shot easily-dealt-with villain like say the Satin Hammer from the SF animated series.
SF4 can not happen in Jaunary 1994, Febuary 1994 or march 1994 since Eliza is Pergent and Mel was born in 1995.

Doesn’t the fact that Ono removes obsolete elements, such as the bikes in China, proof that he considers it to take place in a timeless or always-up-to-date universe instead of a specific year like 1994? This fits to the general Japanese idea of giving more importance to how the whole thing feels and how the characters are represented than to specific dates and events, besides the cruitial ones (characters killed, scars and so on). I think this is also what was meant by each game happens in its own universe. If he wanted it to happen in 1994 he would do the opposite and put in things typical for the time.
It’s more important to “include as many characters from the original cast as possible” than to make the story logical, just like in Z3.
