Guile’s not in a traditional military uniform per say. The only thing that would make people think he is in a division are his pants and possibly his dogtags. The kanji definition said “military or naval uniform,” so I immediately thought Vega.
There probably was a fight taking place, but Blanka wasn’t fighting when Samantha saw him and the anklet, whether before or after a fight. Or maybe he was, such details are not given, but I would say it’d be much easier for her to see his anklet when he’s not in motion/fighting. All that is said is that she discovered the anklet, she ran to him, they hugged.
I’ll hold off for now because I’m pretty sure there’s a bigger version in the big four pre-mooks somewhere, which I’m always in the process of acquiring. The pics in HnN are quite small, and they probably won’t turn out very well with my friend’s camera.

Here’s the answer to #19 in HnN. I slightly modified the TOC to say “Why is there a ring in the bathroom of Honda’s stage?” I feel it’s more accurate this way:

I always thought Barlrog fought Blanka in SF2 with Blanka being scared of his stage. Perhaps Blanka just likes to jump people, even if he doesn’t have enough wins to actually fight them according to the rules? This is what happens when you let monsters enter SF Tournaments.
