I’ll try and help break this down, I’m not a Cody player though so take what I say with a large grain of salt.
Rose’s Backdash has a total frame count of 22 and travels 12.0 training room squares.
Cody’s Backdash has a total frame count of 26 and travels 7.5 training room squares.
So if Cody’s Backdash now goes the same distance as rose that’s a huge buff in terms of distance.
However as stated by m0mo same range =/= same backdash, in AE v.2012 Cody’s backdash is one of the worst in the game, in addition to having a higher total frame count than Rose’s backdash it also has significantly less airborne frames (only 5 vs Rose’s 10) and far more grounded frames (13 vs Rose’s 4) meaning it’s much easier to punish.
I just looked at the frame data, that shouldn’t be punishable by Dud’s Ultra 1. It’s a 8f start up and Evil Ryu’s LK axe kick is -7 on block. I would probably ask you to check if it’s safer but it’s probably not. But if you could, can you try Evil Ryu’s hop kick > EX tatsu on Cody and balrog at point blank? Those are the only two characters that Evil Ryu doesn’t get full hits against when using that move. One other thing is his fake cross up. Can you use the target combo and immediately do a jump forward HK against Ryu in the corner and see if you have to block it like Evil Ryu’s in front of you instead of behind. Appreciate it if you can test those two out.

Cody’s backdash has a ton of issues. The 26F frame count isn’t TOO bad on it’s own, it’s on the slow end but not bad. The issue’s are that 7.5 is very short (several characters have this distance though), he has the 2nd longest grounded recovery in the game meaning he rarely gets air reset during a back dash. His focus attack shifts him far forward on startup, this means that performing a focus charge - backdash or EX FADC shortens his backdash TREMENDOUSLY. His back dash goes from 7.5 to 5.6 if you do a FADC as fast as possible. If you karaed into the focus attack using sMK then it’s shortened even more down to 4.25 (common occurrence due to the fact Focus is MP+MK and it’s easy to hit one button 1F sooner than the other unintentionally).
If they gave him Rose’s backdash they’d need to basically completely rework how it functions. It’d need to move farther, recover faster, and be airborne for a much longer period of time.
Now if they DID give him Rose’s backdash, and buffed his walk speed up to just below Ryu then you can damn well bet he’d rocket up the tier list to probably just outside of top 10-15 area IMO. He’d still have some fundamental problems with his frame trap game due to lack of a low hit confirm or safe way to deal with both delayed tech/stand tech but he’d be one of the best footsie and baiting characters around with his high damage conversions and whiff punish options.
You said last time Dudley’s Ultra appeared to move faster I wanted to see if they changed the start up. I normally use fs.MP > LK Axe kick and was wondering if I could get Ultra punished now. Since you said it doesn’t work I feel better now. Thanks

So Dawgtanian didn’t really lie to Eternal about Cody receiving a walk speed buff. He also told someone Ken’s EX air tatsu was only going to change so he can’t escape with it and they did change it back.
The problem is all we’ve had confirmed (as in, actual video as opposed to “lol, Idk, maybe”) is that he has the EX Tatsu crossup back and can FADC the FP SRK on the 2nd hit on block. But yeah, I’d like to know how his sweep is now as well
