I think the KOF setting is being MAJORLY downplayed.
For one major feat, ALONE, Takuma deflecting a satellite beam capable of leveling a city…and Takuma is not the strongest character in the series.
There’s also the KOF manhua which, while not canon, is said to reflect the canon power/style of the KOF series (in much the same way as the Street Fighter Alpha anime)
The thing is we just would just used a gauging system based on their feats and compliments of other fighters. In the current game canon.
Ryu in his own separate universe is becoming better and better most of the time than Kyo.
It also depends which SF canon game you want to compare with which KOF game that Kyo will be pitted against.
Kyo is cocky dude that loses to Goenitz, because of that attitude not really just because Goenitz is so powerful.
Bao is also powerful too but that doesn’t mean to better than the rest of the psycho soldier team
This change him into something different but after that his growth in the narrative was stuck because the narrative focus in different spotlight for other characters.
Unlike Ryu that continues his progress, develop and devoted his life to improve his techniques and fighting prowess. Even before SF3 and engaging with MU.
If you would take to consideration what @doctrine_dark said about Kyo being complimented by Bison being more powerful still doesn’t justify that Ryu won’t able to beat him.
Being powerful against another protagonist doesn’t mean un-winnable.
Being motivated, skillful and more focused are also part of the equation not just power alone.

CVS Ryu isn’t the one that surpasses SNH because it’s likely SF2 Ryu not SF3 Ryu… while Kyo is still along his early 2000 capabilities.
Overall in the end it boils in a future crossover game if possible that would justify this because CVS Ryu is not the present Ryu and neither Kyo is.
Ever since I got into KOF, Kyo always seemed like a character that got by on his natural power and fighting prowess. Rugal is one of the most skilled in the KOF universe with a natural talent to mimic techniques. He demolished the team, but Kyo was able to eventually defeat him. Same with Omega Rugal a yr later though Rugal ended up exploding.
Kyo got rekt’d by Goenitz in his '96 prologue story. That beating was enough for him to train and develop new techniques for the rematch. He fought Goenitz alongside Iori and Chizuru, but his new abilities allowed him to actually hurt Goenitz the second time around.
I think the main takeaway with Kyo is that if he were to take fighting seriously, he’d be a real problem. Without it, he’s stll a significantly powerful character.

Yeah, the different rules and such make things a mess. It’s why, even though I like DBZ, hate when people try and have a Goku vs ___. IT doesn’t work and DBZ’s universe has no ceiling, characters just keep going up and up. Comparing different protagonists is interesting, but oh so difficult unless there’s some really concrete feats plus a relative comparability between the two series.
True, not to mention it wasn’t his full potential. When wearing the mask (Mr. Karate), his battle data changes, as noticed by Maxima, and he was even complimented by the likes of Awakened Saiki and Ash, who are beasts.
I think Cody and Terry have even more in common. Both are protagonists from FF (Final Fight / Fatal Fury, lol) who had to clean up a city (Metro City / South Town) and have a girlfriend (Jessica / Blue Mary) as well as a ninja-partner (Guy / Andy Bogard), but while Terry was celebrating the victory, Cody got jailed. Both eventually joined the roster of the main fighting game franchise of a respective company (SF / KoF) to represent the games they came from.

Btw i agree the KoF universe having settled an higher ceiling, SF highest tiers are “just” fighters training really hard to surpass human limits (Oro, Akuma) or had artificial upgrades (Gill,Bison,Urien)

Iirc Birdie at some point derailed a fucking train, wich Is like 100 times Hugo’s ring feat, but still this does’nt make Birdie stronger than Hugo
While at It Ryu’s SF3 boulder Is likely much heavier than Hugo’s ring too, and again Ryu is’nt supposed to be anywere near to Hugo in terms of pure muscle strenght
I think in anime style setting any feat tend to be random af, it’s there just to create hype
