On top of that I think that for many states, failure to report child abuse is actually a misdemeanor and in some states it a felony.

Its a simple dumb mistake when homeboy only knew about the one incident and thats as far as we the people know he knows. If it was still going on after that one incident and he truly didn’t know, it comes down the higher ups who didn’t act on it when it was brought to their attention initially.
That’s right, Paterno didn’t touch kids, so all he did “wrong” was not reporting something that would have gotten him fired.
