If you don’t have a large monitor, you could try dropping the resolution to 800x600 or even 640x480. Drop everything else down to rock bottom except for model and background quality. Should still look decent and play at 60. If it doesn’t, I’d think about an upgrade if you play PC games.

Very low. Something like a 2.00Ghz Pentium 4 and 1 Gig RAM. You do need a 3.0 Shader compatible video card, though.

I don’t know anything about graphics. I have an intel duo core laptop. It has 3 gb of ram. as far as video card, I think its some intel integrated chipset ir something. no clue though
Intel integrated might be a problem. That’s as weak as they come, pretty much. But very common for laptops.
Just get in the habit of doing b, d, f + P to do your fireballs if you’ve been moving forard. Should be easy to do on keyboard.

My laptop in an intel dual core with that crappy intel onboard graphics in (gma x3100).
With everything set to low and 640x480 i managed to get a constant 59~61 FPS. But when i choose model wuality to low or mid some important things (like a hadouken) goes invisible for some reason.
Setting modeal quality to high solves the problem but I then get only 40~45 fps
I’m fairly certain you have to make a GFWL account and register your CD Key.
Those are indeed the minimum requirements but if you can’t have backgrounds on and models to high at least the game looks terrible. I’d say reasonable min gfx would be an nvidia 7600 or 6800.

Id Recommend 8600GT minimum … 8800GT or a 3870/4670/4770/ is just fine… there all so cheap… will let you play 60 fps on a 19-22 inch LCD
or any valve game really…

Interesting that almost everyone who’s having a technical problem is using an ATI gpu. That leads me to think that if ATI updates their drivers, this should fix the problem.
I’m an ATI stockholder (amd subsidiary) but I never will trust their cards. Nvidia has always been more stable, even if they’re not as fast for the price you pay.
I don’t know if it’s the game or my stick or my rusty skills but I fail fireball motions like 50% of the time. Everything else comes out fine but my qcf/qcb. Is this game just less forgiving or is something up with my stick? I just rebuilt this from a stick I was using on xbox (never had issues there).
edit: Well I got SF3 up and running and it appears my stick is to blame. Doesn’t seem to be keeping up. Probably needs a better PCB.
edit again: Stick’s fine, don’t plug your controller into a USB Hub
