Went I first heard the Gief statement, I thought the same thing. The number one thing Claw has on Ryu is that he can jump FB’s on reaction. I think other than that, Ryu can deal with whatever Claw has.
Gief on the other hand has an answer to pretty much anything Ryu does. Im not saying its a total nightmare for Ryu (I don’t think any fight is for him), Gief just has exactly what he needs to win against Ryu.
Ryu can’t deal with back to the corner, claw’s st.mk in his face.
Its considered that ken deals with claw better than ryu, but still loses to claw. Claw st.mk shuts down shotos in the corner.
A DP will send Claw back out, and a top notch Ryu will be able to tell when to DP.

With a good Claw player dancing in and out of range with :mk: it is not that easy.

Nah…man…can’t get with that. We discussed this in the Claw thread. Ryu and Ken need to land a PSYCHIC DP to get the upper-hand on Claw. Reacting to st.:mk: is kinda hard to do. Reacting to cr.:mp: is even harder because it starts up a little faster (which is why you see a lot of cr.:mk:, cr.:mp: links, but not too many cr.:mk:, st.:mk: links). Both of those long range pokes give them trouble and a psychic DP is the safest way possible to beat those moves.
But, like Shari said, psychic DPs aren’t easy to do…and a missed DP will hurt both your life meter and your…psyche. 
No way is Chun Li below DJ, Ken and Guile. And Ryu still loses to Boxer as well as Claw and Dhalsim. Sagat and Hawk’s tier position is still debatable tho IMO.
Top: Dhalsim, Boxer, Claw, Chun Li. Ryu
Mid: Ken, Sagat, Dictator, DJ, Guile, Honda
Low: Hawk, Fei, Blanka, Zangief, Cammy
Chun Li was a high tier character who got nerfed without really getting important buffs. Like, she was at about the same spot as Ryu before, and Ryu got better while Chun got worse. The major US Chun players have dropped her in favor of other characters. I don’t think she’s top tier at all.

B+: Hawk, Fei, Zangief, Cammy
It’s more like doing a psychic dp twice.
Depending on the spacing Srk will whiff against :mk: since the entire foot of the :mk: is invulnerable.
So it’s not only a matter of predicting if he will kick or not but also if the kick will be close or far.
And with Claw’s speed he can do this mindgame extremely fast and over and over again to fake you out.
I was talking with Thelo a little bit and he said something interesting that I totally agree with; making a tier list for HDR is like making a tier list for paper-scissor-rock.
Anyway, I don’t think there’s gonna be a certain tier list till a couple years from now. But I still do find Chun to be a huge threat. I mean, her Super was deadlier in ST, but its still a very good tool whenever I fight her.
