As already mentioned, its not so much about tiers as it is about individual matchups. Tiers are nice to give people and idea of how well a character does against most other characters, but I think with the new ācompressed tiersā, these rankings will mean very little.
A little prediction of mine- Ken will come to be considered as good or better than Ryu by most of the street fighter community. Why? As Sirlin said, Fireballs have gone from a 10 to an 8. Sure, the fake Hadoken helps immensly and was paramount to keeping Ryu competitive and among the upper tiers. But, in my opinion, this new world or weakend fireballs is more condusive to Kenās style of play. intangiBLZ discussed this issue in his post. Iād imagine the japanese community would be more reluctant to come to this conclusion, but I think in the end, I think ken will come to be considered at least equal. My two sense for what itās worth (which isnāt much).
Edit: I think I might be going out on a limb here to say Kenās going to be better. I think Iāll settle for roughly equal in the tier charts.

I donāt know why everyone thinks sagat is so beefy, blocked tiger knee is still a free combo into death. after that, sagat really doesnāt have fuck all going for him.
his only other key difference as far as Iām conerned is some crossup shit, which isnāt a terribly large benefit since at most it would count for shenanigans.
Ryuās fake fireball is nasty and ryu will maintain his top tier status. Anyone who thinks otherwise needs to know that a bad ryu player does not mean ryu is bad. If you can uppercut and not throw dumb fireballs, ryu is as potent as he always was or more so since the fake fireball is such a potent bait.
And I canāt remember who said it, but thawk still gets owned by sim. simās hand of doom beats all of thawks jumps clean and sim still rapes him on the ground. this match hasnāt really changed.
What I really like is easier mash specials. I canāt see tiers changing all that dramatically just yet. Matchups change slightly, and often become slightly closer, but everyone still wins the matchups they always won.
except maybe vega. I didnāt get a chance to abuse wall dive fake, I actually donāt know how to do it. but nerfed wall dive shenanigans hurts him hardest, since some matches could easily be decided by them.

Why exactly do people rate Chun so low, now? I donāt think her nerfs are really that bad. She still only has like two bad matchups.

She is just a little bit weaker than before, the new SBK is very bad and useless most of the time at high level play. Someone explain what was the point of the low-air stationary SBK !
Sagat and Akuma are top 5, the old top-tiers didnāt change much Dhalsim, Boxer and Vega are still monsters.
Out of the old rankings I think only Sagat and Blanka got better, the rest are the same.
Problem with Akuma and Remix mode in general is the game never got beta tested (publicly !), ST had many flaws before release and Capcom cleaned up some of the mess (invincible Blanka hop, totally invincible supers the recovery on Ryuās overhead and rush fierce !).
Yeah, but see, thatās exactly what my gripe is. The SBKs are the only real change to her gameplan, and they still serve the exact same function as before (normal SBK to evade meaty crossups, Air SBK to build meter in the corner during fireball traps), theyāre just a little worse. The only matches where it makes a REALLY big difference are Ryu and Sagat, because their fireball traps are the most intense. Ken is a LITTLE harder because of this, but itās negligible. Akuma is hard because of this but he kills everyone. Overall, thereās no other matches dramatically affected by the dumb SBKs, so Chun is about the same, Iād say.

Iām out of the country for a bit, but once I get back, Iād like to test that matchup if you donāt mind Audio. Honda is rough, but I still feel Guile is Dictās worst matchup, though Akuma is close.
Ryu is not top tier.

S-Tier: Akuma (w/ Raging Demon)
*Akuma is only really threatening when he has RD, he has setups and ticks into RD that is totally inescapable or irreversible which IMO is BS. And his RD can be used as an anti air. But outside of RD heās just another shoto with an air fireball and a significantly weak teleport.
A-Tier: Rog, Vega, Guile, Dee Jay
*These are the character that didn?t change enough to be hurt, they were really good in ST and they still really good now. Guile is the only character that significantly improved his new upside down overhead kick and half screen flash kickā¦ what were u thinkingā¦ thank you for giving guile top tier status again!! hehe. Dee Jay can be played like ST and his cd,u kick into super is a lot easier to time, which makes him still the most underrated top tier character in the game. While Vega cannot knock down off wall dive he still can do the crossup mix-ups like he could a la tokido Vega. His range still pose a real threat to most characters and the fake wall dive actually gives him a good option to escape pressure from mid range and put him in a position where heās strong (by a wall).
B- Tier: Bison, Akuma (w/o Raging Demon), Sagat, Ryu
*These characters still dominate with ST strategies and with minor improvements such as Bison fake slide and Ryu Fake Fireball they still are just below top tier. Sagat cannot abuse the fireball trap like he could in ST and his tiger knee just isn?t as useful out side of combos which prevented him from being A tier imo.
C-Tier: Sim, Honda, Blanka, T.Hawk, Ken
*Simās throw loop kills his close up game and why heās dropped significantly. Even though Honda has larger j.f.FP and jab headbutt that blows through fireball its not enough to beat shotoās and with a weaker hhs heās wont move up in the ranking. T Hawk is a beast with a new spd motion but still lacks the old Hawk priority to be absolutely scary. Ken was my only I dunno why but he seems weaker in comparison to sagat akuma and ryu but his gameplay has improved, I still believe the other characters are better than Ken
D-Tier: Chun, Geif
*NKI- gomen I know Iām going to get flamed for this but Chun isnt that good anymore her crossup neckbreaker is gone so it cannot be abused for free damage and for some reason her cd,u kick seems to have lost priority. Her spinning bird kick arc isn?t good either it has one purpose as a wakeup crossup but i think of better options than sbk. Gief just didn?t get enough good changes to warrant him moving up, yea his green hand is easier and spd is easier but just not enough to beat good Honda or Sim.
E-Tier: Cammy, Fei Long
*This is my biggest disappointment. I was really looking forward to playing these two characters much more but Cammy is a one trick pony with holligan that in time will not be as effective in gameplay. She still cannot fight her way vs top tier characters and besides her qcb+p going over fireballs it?s still very easy to punish and bait. Fei Long he had so much potential when the game came out. I really believed he would be in A or B tier but with some of the improvements his pressure was nerfed wtfā¦ while qct+k goes through fireballs and have juggle potential w/ his dp kick, it has more recovery which prevents players from doing s.fp, flip kick repeat and or flip kick tick s.jp throw or dp mixups which made him scary in ST. His dp can be knocked out with random attacks its seems (early j.rhk with most characters) he still doesn?t have a decent two in one game and his bad match ups from ST still carries on into this game.
