Definitely does. I really think Fei is better than some think, the “j. mk > st. fierce > rekka x 3” is MURDER. That bloody thing drains 60% off easy.
As for good Cammy’s, also add: o Antangonist, and TheTarman. Both are disgusting.

it would appear as though Deejay has jumped the most from ST to HDR.
at least matchup wise, unless the ST tier list’s placement of DJ is outdated.
DJ got only 2 changes: MGU and Dread Kicks.
The MGU change was basically a nerf (just for the tier list) because the best players could get 4 hits before and it’s damage and dizzy got nerfed because it’s a lot easier to do now. Apart of that, the fireball cancelling properties do not really help him a lot.
The DK change makes DJ a little better at footsies since he can throw out an occasional DK to get a knockdown but again reduced damage and dizzy means his combos arent as dangerous as before (ok, probably almost as dangerous).
Deejay was good before but I’m quite sure he didn’t jump the most. His worst matchups are still the best characters (Ryu, Rog, Sim) but he has some serious advantages against the low tier (Honda, Cammy, Gief, Fei, Blanka).
man I love keeping up with ryus by mgu’ing fbs and keeping the charge to max out the next one, and you get buckets of meter for it
but I mean, come on, Sirlin didn’t aspire to make bad/good matches flip flop or even make them even, Dee Jay has a solid position =D
Can’t say I agree, and here’s why. Fei-Long has just as many rush options as Cammy, and in fact his arsenal is a bit more varied. He also has the “j. mk > st. fierce > fierce rekka x 3” combo which can wipeout almost anyone. The Rekka Ken is a disgusting move, I’ve learned that lately through facing many Fei’s. I would put him above Cammy but not by too much.
As for Hawk and 'Gief? I put them above Cammy because of their damage output. Hawk has his dive and great normals to get in, and 'Gief has the lariat and fist. Just like Cammy they need to get in, except they have the ability to do MUCH more damage.
Dee Jay has always been really really good.

I don’t know too much about Hawk and 'Gief, but here’s what I DO know about Cammy. She can be great when she gets in, but her options leave much to be desired. And for getting in, her option pretty much comes down to walking forward in advanced play. You can fool lesser players with the knuckle, but elite players will be ready to sweep you. She can be easily jabbed out of the Hooligan and her throw range is crap so you can get out-mashed by smart players. That means you have to start allll over again. The knuckle is pretty much never used inside. With Hawk and 'Gief the tick throws are much harder to evade, and 'Gief’s amazing SPD range means you can grab people even when they sweep.
Cammy can beat Fei, Hawk, and Gief, but I don’t think she’s better than them. Aside from Fei, the other 2 matches are very easy to lose if you’re not careful. Some 'Gief’s don’t know but they can throw random sweeps and eliminate Cammy’s cr. mk and drill just like that.
And I’m pretty bad at making tier lists, I just know that they are above Cammy. Hope I helped. Cheers.
I don’t think Sagat is higher than Chun and Bison really. I do think Ken is tops now thou. I think he may be right under Ryu. Hawk better than Cammy?
Fei has great damage output, but his flamekick recovery in hdr hurts him, and CW no longer comboing from any version is a nerf. Lk CW ok sure it goes through fireballs, but mk/hk CW don’t.
I think cammy/fei could have benefited if they had recieved a trip guard.
Opeo, I’ll probably main Ken until I die…but he is not just beneath Ryu. He’s upper mid-tier at best that’s mainly due to his Knee Bash Shenanigans.
I wish that people would explain the lists that they post, rather than just posting a list and expecting people to just go with it…especially when you haven’t posted a list before. Granted, everyone’s entitled to their opinion, but we’re all here to try to get a consensus…and that requires being able to defend your opinion. It’s kinda like playing a game of Street Fighter. You pick a character because you believe you can use that character to beat your opponent, but it’s not until you actually do it that you win the match. Feel me?
You’re probably going to want to go back a few pages and read the justifications of the opinions on this thread and then weigh that against your reasons for ordering your list the way you did. IMHO, I think you have Sagat, Ken, and Dee Jay too high. If you list your reasons for ranking them that high, then we can see how those reasons actually play out…theoretically speaking.

I think it is because he is lost in between an upclose thai fighter with TK and his kicks, but not really getting it done on that end paired with the possibility that he is maybe the worst out of the hcf fb chars. His hitbox on his shots is way out there and non his uppercut he gets knocked out of alot. He get’s very predictable and when he does, he gets the jump in and the jump in on gat is not really in his favor, as he either gets hit out of his FB motion or he probably trades on his uppercut. His style of play is more a footies (but he moves SLOW) style that mixes up the long range and the upclose. His knee is great with the juggle, but again if you whiff it (which people do for the throw), it is pretty easy to counter. I like where Sirlin took him, but I still don’t think he plays like he should. I wish he had a better FB hitbox or better priority on his uppercut. I’d rate him lower than Ken and above like Honda.

I don’t know if I am happy with this list, but I do think that it is somewhat accurate. I am a little bit uneasy about the mid and lower mid tier lists, I am not sure in exactly what order to put them in.
I’ve only really played that last few months so my UNEDUCATED tier list (from playing, theorizing and watching) would be:

Upper Mid:
Chun (lost alot, but still wins matches the same as she did in ST IMO)
Bison (smart play will open up opp for a fast win)
Ken (has alot going for him and no real weakness at all)

DeeJay (has no real weakness and can compete against the top)
Honda (he’s good but has bad matches against FBers)
Sagat (he is not that great now, but can win if smart and does the damage)
Guile (a bit worse than Deejay, but is still very solid)
