You cant be arrested for stopping, talking to the cops, and saying you were leaving the party because a fight broke out. She wouldnt know if she was being detained or not, because she was apparently being a loud mouth anyways, so the well she doesnt have to stop if she isnt being detained, is a thin line when someone is being loud and belligerent.

I think you see a clear base for cops in the recent seattle washington mace video, where all the other officers were standing still, keeping an eye on the crowd, and being calm.
