Body-worn cameras are not new. Devon and Cornwall police launched a pilot scheme in 2006 and forces in Strathclyde, Hampshire and the Isle of Wight, among others, have also experimented.

But Rialto’s randomised controlled study has seized attention because it offers scientific – and encouraging – findings: after cameras were introduced in February 2012, public complaints against officers plunged 88% compared with the previous 12 months. Officers’ use of force fell by 60%.

“When you know you’re being watched you behave a little better. That’s just human nature,” said Farrar. “As an officer you act a bit more professional, follow the rules a bit better.”

Video clips provided by the department showed dramatic chases on foot – you can hear the officer panting – and by car that ended with arrests, and without injury. Complaints often stemmed not from operational issues but “officers’ mouths”, said the chief. “With a camera they are more conscious of how they speak and how they treat people.”

The same applied to the public; once informed they were being filmed, even drunk or agitated people tended to become more polite, Farrar said. Those who lodged frivolous or bogus complaints about officers tended to retract them when shown video of the incidents. “It’s like, ‘Oh, I hadn’t seen it that way.’”

NYC needs to adopt this. I hope they release more footage like this, it will do a lot for the police’s image.

Man, NYPD makes sure that you fear them. They are like the LAPD of the 80s and 90s right now. The worst part, is you know the cop that put him in a chokehold that he is NOT allowed to do, will still walk scott free. I wonder if there is more footage about the alleged fight that the dude broke up, and what provoked the officers to even bother with him if he was doing nothing. If he wasn’t in a fight himself, no matter what he is saying to you, whats the point of arresting him, because he hurt your feelings? Hopefully the new mayor will do something about the cities police issues. How many more black men are going to be allowed to be murdered in cold blood without so much as a peep from your cities leader?

A Brooklyn grandmother who had just taken a shower was dragged from her apartment by about 12 cops who then stood by for more than two minutes while she was naked in the hallway, according to video that emerged Friday.

Denise Stewart was in her Brownsville apartment on July 13 when police — responding to a domestic disturbance call at the building — pounded on her door at 11:45 p.m. and demanded entry.

Stewart, 48, cracked the door wearing only a towel wrapped around her body and underpants — and was yanked into the hallway by cops over the screams of her family and neighbors.

The video shows a chaotic scene as a dozen or so male officers burst into Stewart’s apartment, while several others struggle to subdue and cuff the nearly naked woman in the hallway outside.

Stewart’s towel got lost in the scuffle, leaving the grandmother dressed only in underpants.

“Oxygen, get my oxygen,” the mother of four can be heard saying to the cops, as they propped her bare body against the wall.

A cop shouts, “OK, OK,” and darts out of the screen.

Neighbors videotaping from the stairwell started shouting as Stewart, who has severe asthma, fainted and fell to the floor.

“Yo, her mother got asthma …y’all wicked, y’all f——— wicked,” shouted one woman.

“Her asthma! Her asthma! Her asthma,” screamed another woman. For approximately two minutes and 20 seconds, Stewart was bare-breasted in the hallway as additional police officers tramped up the stairs and through the hallway, glancing at her as they passed by. When cops hauled Stewart’s two sons and two daughters out of the apartment and cuffed them, a female cop finally draped a white towel over Stewart’s exposed torso.

Reached at her home Friday, Stewart told the Daily News she was traumatized. “It’s disgusting and embarrassing. I’ve been married 16 years. It took my husband 10 years to see my nakedness,” she said. “I didn’t do nothing wrong,” she said, crying as she recounted the ordeal.

The NYPD said they’d gotten a 911 call to the Kings Highway address but didn’t have an apartment number. They heard shouts coming from Stewart’s apartment. When they knocked, she told them they had the wrong place and tried to shut the door, police said.

Stewart’s 12-year-old daughter had “visible injuries” to her face, cops said. She told officers her mother and older sister beat her with a belt, police said. Family members tried to prevent them from arresting Stewart, who bit an officer’s finger during the struggle, police said.

Stewart’s lawyer, Amy Rameau, said she was told by a Legal Aid attorney also assigned to the case that the 911 call came from a different apartment on an upper floor — and cops went to Stewart’s door by mistake.

Cops removed the 12-year-old from the apartment and say she refused to get into the police car and kicked the door. A police spokesman said the child kicked out one of the police van’s windows, with the broken glass cutting the chin of one of the cops. The cops were treated at local hospitals and released.

Denise Stewart was charged with assaulting a police officer, and — along with her oldest daughter, Diamond Stewart, 20, — resisting arrest, acting in a manner injurious to a child and criminal possession of a weapon.

Stewart’s son Kirkland Stewart, 24, was charged with resisting arrest. The 12-year-old was charged with assaulting a police officer, criminal mischief and criminal possession of a weapon.

Diamond Stewart’s 4-year-old son was also pepper sprayed, the family said.

“They manhandled (Stewart) and behaved in a deplorable manner,” Rameau said. “She feels completely mortified. This is about human dignity.”

The city’s Administration for Children’s Services was called to investigate but didn’t find any evidence of neglect, said Rameau.

“There were no injuries to the child as alleged in the complaint,” the lawyer said.

A police spokesman said the incident is under investigation by Internal Affairs.

There are certain things we do in this city that we know might not be technically legal, but are tacitly acknowledged as acceptable, so we do them anyway. These things all come with varying degrees of risk (you probably won’t get a ticket for jaywalking, but drinking a beer in the park is a little more dicey), however we take these risks because the benefits outweigh the potential—minimal—costs. As of late, though, due in no small part to new police commissioner Bill Bratton’s implementation of the Broken Windows Policy (in which the perpetrators of petty infractions are targeted as a means to supposedly diminish more serious crimes), these types of violations are being heavily ticketed and, as the New York Daily News reports today, lines are long outside the city’s “dingy summons court” as people wait to pay fines for things like “walking through the park after dark, bicycling on the sidewalk, drinking on the street and even spitting.”

As controversial as the Broken Windows Policy has become, targeting as it does mostly people of color and of low income and indirectly leading to the murder of Eric Garner, lately the city police have been targeting commuters who aren’t even doing anything illegal—and the tickets are being upheld in court! Via Patchstats (and a tip off from Second Avenue Sagas), we found out that people have been ticketed for staying on the 6 train as it turns around after it reaches its final stop, Brooklyn Bridge station. Although many subway lines request that all passengers leave once a terminus is reached, the 6 train allows riders to stay aboard, if only to catch a glimpse of one of the hidden treasures of the New York subway system, the abandoned City Hall station, replete with Gustavino arches and antique chandeliers. In fact, it’s been legal for passengers to stay aboard since 2007, when the MTA even stopped announcing Brooklyn Bridge as being the “last stop,” and instead just informed riders that the train would be turning around and heading back uptown.

And yet, two people were ticketed earlier this month for doing this totally legal thing, and then went to Transit Adjudication Bureau (TAB) court to fight the $50 fines, only to have the illegal tickets upheld! This is some major bullshit! But it is also not all that surprising in de Blasio and Bratton’s New York, a place where selling loose cigarettes leads to relentless harassment and eventual death. It is also pretty clear that there won’t be any slowing down of this type of police behavior, not when it’s proving to be so profitable for a city that no longer has Bloomberg’s personal coffers to garnish the existing budget. (Which is not to say that it’s better to have a billionaire mayor. On the contrary! It’s that kind of dependency on and assumption of the continuation of extreme wealth and privilege that’s fucked this city so hard in so many ways. Anyway.)

This type of police behavior and indiscriminate ticketing is all the more ironic considering de Blasio made a campaign promise to legalize one of the most innocuous and common infractions: stoop drinking. But now that he’s mayor and not just running for mayor, he doesn’t seem to care that much about what he once thought was important to stand up for, namely lower income and minority residents. Instead, de Blasio and Bratton are counting on the fact that it’s a pain in the ass to fight these types of minor tickets, and maybe not even financially worth it, considering that the ticketed might need to take time off work in order to get the fine dismissed. Not to mention the fact that sometimes courts rule in favor of the illegal ticket. But fight them we must, because we can not accept these types of tickets as par for the course; we can not take this lying down, lest we get walked all over.

That said, broken window policing has happened before. A few years ago everyone was being ticketed for the smallest infractions. I remember a pregnant woman who was waiting for the train had to sit on the steps because no one gave her a seat. She was handed a ticket for it.

People were outraged. I say good, she was breaking the law.

The police are not your friends, and never will be. Unless you have a legit, good, cool cop friend, i question those who even befriend the police. Anyone who works for the local and federal government should have mandatory sentences of no less then 10 years in non federal prison for commiting crimes against the people.

We make mandatory minimums for the people, which mostly affect the poor, and shocker, male minorities, but yet let a rich person or someone who works for the government fuck up, and 8 out of 10 times its a slap on the wrist, and a settlement if youre lucky.

Said it before, saying it again: police need to have their activities monitored by video anytime they’re on duty, with nothing being legally admissible without said video, and that video being completely viewable to the public. Combine this with higher police pay, so that being a cop actually provides a decent living.

Probably wouldn’t hurt to enact a policy wherein police cannot investigate their own. Civilian oversight > police covering up each others’ actions.

We pay for police. Neither we, nor the good cops who actually give a damn, should be tolerating the pigs that think policing is violent thuggery.
