No problem. Just duplicate the layer your art is on. Use the Radial Blur filter, set to Zoom and to 100%. Then erase the center of that layer so that the blur is only on the edges. I also used the smudge tool a bit afterwards to smooth the rough edges out.
I love your Sagat/Adon BTW, especially how he’s blocking with one hand and reaching back for a punch with the other. Double body language like that is incredibly tough and you did it perfectly.

ok, i ran into a couple of problems trying to do this. i got the duplication thing right as far as i know. but the radial blur does not produce “clean” results. my pic turned out to be very grainy and i saw that that was not the case in your balrog image. also, which smudge tool are you refering to? i know about the one in “liquify” under filter–cant seem to use that tool properly.
this is how i was told how to do it:
duplicate the image, not a layer.
i select what i want to have the light effect.
in the copy, under select, i expand the picture by 5 pixels and then feather by 5 pixels.
then i add a bright color.
then i bring the previous selected part and attach it to the new colored image. but then i use the “smudge tool” and all hell breaks loose.
Your art should all be on one layer. If it isn’t, Flatten the image.
Duplicate the entire picture. You should now have one file with two identical layers. Perform the rest of the steps on the top layer.
If your background is a single flat color, Use the Add Noise filter to get some grain.
Use the Radial Blur filter at Maximum strength. (make sure it’s on Zoom, not Spin)
You should now have a series of lines radiating out from the center. If they are not strong enough, use the Unsharp Mask filter with a small threshold and a medium radius. This will add more contrast between light and dark lines. The higher the threshold, the less grain you get.
If it’s still too grainy, use the Median filter to smooth it out.
Now set your top layer to 50% opacity so you can see the original image underneath. Erase everywhere you don’t want light lines. Put the opacity back to 100. Flatten the image.
Then just touch up. Use the Dodge tool to brighten the area around your figure. The Smudge tool is also known as the Finger, you can find it in your toolbar under the Blur tool. It’s used just for some manual smoothing.

thank you for that extensive and informative explanation of the entire process. it clears up the confusion i had earlier. i dont have a spudge tool under blur in my ps but i found it elsewhere. and i changed the smudge tool’s opacity to get some pretty nifty results. thanks dude.
