The cheats you just buy from the shop and you can toggle them in there. I personally think the 3 star one is the most helpful if you wanna run it through a couple times. It also makes it so you can easily test everyone’s moves, instead of going through 2-3 stages to get 3 stars.
I ran some tests comparing SOR3 and SOR2 Shiva.
SOR2 has a few more active frames on his hadoken special
SOR2 Shiva does more damage from his combo straight up
SOR2 Shiva has slightly more range on his jab and high kick
SOR2 Shiva has a slightly faster start up on his high kick
There may be some inconsistencies here, but I believe SOR2 Shiva can throw fat guys while SOR3 Shiva can’t
SOR3 Shiva has a better frame advantage off connected hits, meaning more guaranteed combos and better grab game
SOR3 Shiva does more damage off his dash attacks with fewer hits, and it’s always more guaranteed to get full damage
SOR3 Shiva has better weapon specials
Not too sure on this one, but I’m convinced that SOR3 Shiva has a better hitbox on his hadoken special as SOR2 Shiva was getting hit out on several occasions that SOR3 shiva wasn’t.
Speed and mobility wise, they’re the same. But overall, I’m convinced either version Shiva is the best fighter followed by Rudra. His jab range is ridiculous no matter what version you pick. Had they given him a full screen special, he’d be broken.
Anyone feel free to contribute. Also, I’m convinced that there’s no reason to pick SOR3 axel over SOR2 axel. SOR2 axel’s dragon smash does over 2x more damage.

If you find Max being worse than in SOR2, there’s some ways to roid him up.
Use the following settings for Max.

SoR3 Shiva is straight up broke. Might as well turn on rape mode when you select him because he’s pretty much unstoppable.
The replay value of this game is just uncanny. So many different routes and endings to get. Then you factor in all the unlockable stuff and additional characters to play as. I considered using the unlock file that someone posted but then it just wouldn’t be fun. I’ve actually got incentive to sit and play over and over again. Game is just so much fun. I just went through a second time in a row. Time to play #3 here.
Ugh, Shiva still has a fireball? I was hoping they’d take it out for the later versions and keep it for lame ass Super Shiva. The way I always saw it, Shiva’s kicks were rival to Axel’s punches, with Final Crash being Shiva’s version of Grand Upper. Giving him a hadoken and shoryuken is a slap in the face to Axel. Suprising, that’s One of the few problems I have with this game other than Axel’s Grand Upper being crazy strong and hitting hard while every other character’s special move sfx was a wussy smacking sound.
Looking forward to playing this new update since I’m reading there’s more characters and you can play different game versions of returning characters. That will make Duel/Battle mode viable now. I just hope Adam looks and plays better this time.

You can infinite those guys anyway (b,b,b walk-up pummel throw x3, jump over ©, jump back over; repeat) though so it’s kinda moot. They don’t have any quick up close attacks to get you off of them save for the capped one’s slap or the boss one’s elbow on wakeup (which can be baited and forced to whiff).
Also Shiva rapes plenty of bosses with that jab and mobility (R. Bear, Abedede, those Pulse Ion things, the list goes on) You can actually just troll Abedede w/ jabs and his little burst thing will whiff if spaced correctly. Wait till you build up super and do the fireball on occasion and he’s fucked.
Also SOR3 Axel is pretty ass these days and I’d have to agree w/ you. What’s Rudra’s schtick? She looks kinda funny compared to the rest of the cast (for obvious reasons) and I haven’t bothered to play her much.
If you find Max worse than how he was in SOR2 you’re fuckin’ up, lol. Also you might wanna have your jump as SOR3 overall if you’re doing Coop. His jump in SOR2 is, in fact, better however. I know a guy…He’ll tell you things about Max…
Also guys dig the quotes in battle mode, I insist.
Rudra’s got excellent dash attacks for all 3 levels. Damage for each of them is solid and they’re all active within the first few frames of when you begin the attack. It’s also one of the few dash attacks that won’t get beat by Signal’s slide attack (she jumps over them). She has the fastest run. Her range is good (nowhere near as good as shiva’s, but then again, nobody’s is). Her back grab is a teleport izuna drop that hurts like hell. And her forward special tosses 3 shuriken straight, which is a good get the fuck away from me move. She also has a full screen fire special for her police call. As a fighter, she’s not as good as Shiva, and in terms of crowd control, I’d rather have Adam or SOR2 Axel w/ 3 stars, but she has an answer for pretty much everything.
not really a fireball. he does the motion and no fireball comes out. It just hurts like hell when he hits you.
Rudra and Elle can also call their “police” move in places where the police can’t show up, like Mr. X’s room. Shiva is balanced by the fact that he hates the police and gives you the “…”.
For Rudra I noticed that it seems easier to go into her dash x mid combo rather easily without the enemy leaving hitstun. On the early star levels like 0 and 1, she can actually keep them standing and do a crossup to the other side and get another combo. I need to double check to see if I can make it tight enough to do some infinite or something but sometimes its rather inconsistent because of the distance over-shooting, but I’m generally safe when attempting this on 1 bad guy. Sometimes i get the knockdown, not that its bad at all because it’s still good.
Elle is damn good too. Elle sometimes leaves her whip out for quite a bit on her specials so she gets punished but she does decent damage. Some of her hits in her combos don’t do that amazing damage but it does a good amount if you end it with specials. Her dashing level 3 is beastly though and her special attack to clear around her does a decent amount of hits. She’s also very good with the knife and bottle and her sword special is good causing a shockwave on the ground. I also noticed on those driving stages her back attack is so good. She can whip behind very fast and kill those fools being annoying trying to drive up behind you.
Speaking of crowd control is it just me or is Elle pretty sick wit it? The SixMachine just posted why.
Elle’s pretty good at crowd control herself. Her 2 star move is essentially the same as Rudra’s 0 and 1. Speaking of which, also try out Roo’s level 3 dash move and look at the damage.
You should try anyone with infinite bullets with the Uzi
Trying to get through Event Mode. For those stuck on the first challenge (let a Rocket hit Mr X’s robot double) what you have to do is keep relatively close to him, bait a rocket, then get behind him and run into him, do it too quickly and he throws you off, do it too late and the rocket hits you. But you have to get behind him and grab him 3 times and that should be it.
Right now I’m stuck on these events: Throwing the enemies into the pit and not throwing enemies in the pit: Very annoying because the A.I. is at such a high level that they avoid being grapple most of the time, and if you’re focusing on one the others immediately get behind you for a cheap hit. The not breaking the bottle one (which translates to not getting hit a single time): Also annoying because of cheap A.I. Running down dudes on a motorcycle: Annoying because it has to be done flawlessly and the hit box on those enemies if questionable. And lastly protecting Blaze with Axel: This one can go fuck it self. All because of one element; if you’re next to blaze and use a weapon or your Special attack to attack an enemy she takes damage from you. It wouldn’t have been that bad if she didn’t take friendly fire. I keep getting to the part where the dudes with guns show up and so I hope that’s the last wave. That is annoying as shit.
FYI: Try using Mr. X on the 'fight two Shiva’s event, makes life much easier.
Didn’t sega do some mock up pictures/demo with Streets of Rage for dreamcast at some point? That kinda makes me wonder too in relation to this game. Maybe there’s a very small chance sega is remaking it or making a new one themselves?

Max is by no means worse, but he is different. I’m used to cross-up elbow, atomic drop or meaty slide into atomic drop etc. This doesn’t work well when the AI dances ballet around you. With SOR3 Exceptions turned off, he is pretty nasty, I do miss the effectivity of depending on atomic drop though, call me old fashioned.
Okay, I finally got through most of Event Mode. I attribute completing the protect Blaze with Axel one to just dumb luck. Just two more left.
Anyone know how to create anything in the editor? I clicked on it in the folder, and it’s just a blue screen, I hit every key on the keyboard and nothing. I accessed it in the game and I still can’t do anything.
I remember playing the demo and liking both Zan and Adam a lot. Just played a few minutes with Axel and wasn’t really feeling it, but that’s a good thing actually. It means I have room to up my game in this. It’s definitely a faster game and a little more SOR3-ish though. I put SOR2 on the options for a few things but it really didn’t seem to change much. Axel’s priority and range are all pretty gimped now.
I liked the weight behind SOR2 attacks and the damage output better. Maybe I have to mess around with the options more, but I think this is more of an SOR3 take, except quicker and probably balanced better.
Man I’d kill to have online play on this puppy. I need to start full screening this thing, was only playing on HQ2x window. There’s a save feature I believe so I can play this in bits which will be nice too. Definitely looks like the best release of 2k11 so far though, probably will be GOTY. I know people are high on Minecraft too. I kind of think that Bombergames coulda made a ton of money if they made it an original IP and things broke right.

Funny story, the team responsible for the series (also credited with the classic Revenge of Shinobi) actually wanted to make a fourth game and in 1999, Yuzo Koshiro and his sister Ayano (the original character designer) and others from the team went to Sega with a demo to try and make it happen. Sega of Japan was intrigued and passed it on to the American division. Amazingly, Sega of America executives at the time claimed to not of know the series and proceeded to reject it.
