Assault Vest Articuno puts in more work. Freeze Dry is 4x effective against Ludicolo, Gastrodon, Kingdra, Garchomp, and more of your other favorite water type threats and dragon threats.
Freeze Dry is definitely not an overrated move, that’s why the distribution is so sucky.

Freeze Dry is notable on Lapras since STAB Freeze Dry is more powerful than Thunderbolt.
Most Dragons are weak to Ice anyway, so that’s really a moot point. If you’re running Freeze Dry, it’s to hit Water types.
Freeze dry is useful for hitting kingdra for 4x super effective, as well as gastrodon and ludicolo for 4x damage.
