Important, but not the whole story. When you balance you have to look at the whole story, or as close to the whole story as is possible with the current knowledge.
And no, that’s not what makes things good and bad. That’s just one metric of what makes things good and bad.
Rashids ex WW is good, VERY good, in one MAYBE 2 situations. In blockstrings or when simply very close to the opponent. It’s a situational, short range move with long startup.
That doesn’t affect its strength basically much at all, because the skill of the rashid player is getting to the ranges and distances that the ex WW can easily be used, and this ability is one of many that separates a basic bitch rashid from a better one.
Guile is a charge character. That’s what has been balancing that since 1992. You can’t just give a character with motion fireballs plus on block fireballs. Least not in newer SF games.
People do worry over his booms, that’s why they’ve gotten nerfed again in S4.
Yeah you can’t have a motion character have plus fireballs without most characters not even being able to move.

Ibuki feels like one of the few characters I can dick around with in training mode and find something interesting.
Because that’s not a true blockstring. I have seen other characters punishing Rashid’s fireball. So that’s not a good reason why not to buff Juri.

Yeah she doesn’t win tournaments for any really cheap reason, but she won vs demonized character Rashid. That Juri is in Warlord so nerfs are coming.
Btw , Juri’s fuhajin or even EX fuhajin being +1 is insane while Ibuki can get +18 on block Ex Kunai.
Seems about right.

She doesn’t need a plus fuhajin or an EX LK fuhajin. If she were to get either of those they would remove her V Skill.
Ibuki needs EX kunai because it also kills a kunai resource and she only gets 6 of them. Plus you can neutral jump it. Plus Ibuki is the best.

I have better options if I would want feet.
If it wasn’t attached to her kunais it’d be too stupid, but it’s fine as it is. Capcom only touched grounded EX kunai because they are smart and know Ibuki is delicate to balance.
I remember in S1 when I had to convince people that her kunai system was mostly solid as it was. Just either give her an extra kunai or 2 or lessen recovery on kunai reload and the latter is basically what they went for.
