They should be, if they’re standard PC parts. The Taito Type X2 was designed to be upgradable, so I’d think that is indeed the case. Following from that, it wouldn’t make much sense if that flexibility only applied to the hardware side of things, so software upgrades should not necessitate a hard drive switch, either.
If that’s the case, then the argument isn’t that an upgrade is too expensive for Capcom, but that it’s too expensive for arcade operators. There’s two different arguments there, and I’m not quite sure we’re all on the same page.
Anyhow, if the license keys are the only expensive thing, Capcom can just lower their price. That’s not necessarily going to help their profit margins, though, which may well be why they’re putting the console versions first.

As much as I enjoy hosting, you might find this shocking: my local arcade fits more people than my tiny Asian apartment. I don’t exactly have room for 3 pairs of people to play here. Most of the tournies go down at arcades too so… going to arcades is just preferable for most people in the scene.
No offense guys, but if all you know about the SF scene is playing randoms online, you probably just don’t get it.

At it’s best, with all the right factors and everything perfect, online play is just about almost as good as Arcade. But all of those factors are never met, and online shit inevitably is laggy, teaches you online tactics that’d never work IRL (Full screen Honda headbutts/Blanka balls are a god tier online tactic when you can’t shoru on reaction) and never teaches you how to deal with the pressure of playing in a real environment.
