My setup is older almost exactly yours and no problem like this, do you have latest drivers and sys updates? Id look to software, your hardware sounds fine.

I want to build up a cheap small PC for work and SF4+SF5 only, so I am looking at price for value.
Will this game work well with an i3-4160, 8 gb ddr3 ram and an R7 250x (1 GB, around ~90€) ?

And another matter. Does this game accept xbox360 madcatz stick on PC?

Or is there a cheaper otion? The FX-6300 is a little bit cheaper, but roughly the same performance as i3 but more energy comsumption and heat.
Few things to consider and why I think this build is inadequate. You need at least 2 GB of Vram to run it smoothly, so if the budget is tight I suggest you buy used. AMD products (at least as of recently) are going to generate more heat, that includes graphics cards too. So if heat is a concern (and I’m not saying this particular build would cause overheating issues) then look into an intel/nvidia combo.
but as that build stands it won’t run the game well. mainly because your graphics card doesn’t have enough Vram.
Your madcatz stick will work just fine on PC though.
I forgot to mention, that I plan to play on my 22" TFT, which has a native Resolution of 1280x1024, maybe this changes things?
Okay I will have a closer look into 2 GB Cards, the GTX 750TI is appealing, because of it’s low consumption, but also a Little bit overpriced for it’s performance.
Does anybody has experience with die manufacturer “VTX3D” ?? their R9 270x is very cheap in Germany (~129€), and the Card is on par with R7 370 which should be sufficient.
I just tested the Offline Beta in order to see if my pc is able to run SFV. I have trouble determining how good the performance is though since the training mode does not display any frames. I have no visual lag so far and gameplay feels smooth. Here’s my spec, can anyone tell me if I will be able to run SFV in 60 frames? Doesn’t matter if I’ll have to set everything to “low”.

Not sure with that card since it’s only 1 gig of vram and 4 gigs of regular ram I’m not sure. but there are numerous fps trackers out there. Try xplit or frags (may not be free anyone or just a trail period).
I am contemplating 2 options, one cheaper than the other.
I3 4170 + GTX 750 ti
or
i5 4590 + GTX 960
I am only going to be playing sf5 on this pc I’m not into any other games. Can the run i3/750ti run this game well? I know the i5/960 combo will play it perfectly but I’d rather save money if I can since I’m only playing one game.
You can go with the i3 and 960, or even a 950 would be a step above the 750ti.
i3 should be fine, the game isnt very processor intensive, I run it with an old athlon x4 and a GTX960 1080p all maxed out just fine but I reduce the AA down to high because I cant see a difference between high and recommended(ultra) AA.
