GPU? RAM?
FX-6300 is 3.5 GHz if I recall correctly. So if you have at least 8 GB of RAM and a good video card you should have no problems being steady at 60 fps.
Specs:
FX4100
R9 380
8GB RAM
My GPU and RAM are more than enough for this game, but my CPU doesn’t meet minimum requirements. I get 50-60fps so I can’t really play. Even though my CPU isn’t anywhere near 100% usage on any of the 4 cores, I’m guessing it must be the bottleneck. 6300 is the best thing my board supports (so I can’t get FX 8xxx or 9xxx).
That’s why I was asking if anyone can confirm steady framerate with FX6300. My other components can’t be the problem. If 6300 is still not enough to play the game I need a new board, CPU and probably DDR4.
Can this play sfv?

I found the solution for the slow motion. Create a new user in windows, and log on it. Launch the game using steam. I dont know why, but it works.

Do I have to use the new user every time? Or just once?

Create new user once. Everytime you want to play SFV, just log on that.
Tried it and it didn’t work sadly.

Some people disable their v-sync on their GPU settings, and/or lower the resolution. I cant say for sure, without rig info. Regardless, visit the discussion threads for SFV in Steam Community. Maybe a solution that works for you will be there.
I play with a laptop with 970M, and could not play since day 1 due to slow motion. Then this new user trick appeared, and I can play properly.

I just bought my first gaming Laptop (Asus Rog) & got SFV on steam. PC gaming is 100% new to me.
So far I’ve gotten into the game and plugged in my xbox 360 Mad Catz TE stick and was relieved it worked instantly.
So I’m reading about 60fps, how do you test for this? What should I put my graphics settting’s at to get started? Here’s my specs.

Steam has a FPS overlay(while in game hit shift+tab and go to settings on the bottom), you don’t need any fancy third party apps.
According to people, the game going from 60-59 fps during matches is normal.
