They could probably do that easily through cut-and-pasting code from Hyper SFII, I’d guess. It’s just a dumb idea to release old versions of characters as “character packs” - you get right back into the issues of balancing and O v N characters.
They’d be better off giving us a “Turbo mode” that’s just SF2T with the new graphics.

Using online distribution is something new for this genre and could provide some interesting concepts and ideas. Some of the ideas may end up not working at all and will end up being a mistake, but others could end up working out right and adding a new spin onto the way companies approach the games.
Just the idea of balance patches being able to be done is amazing and a great additional from the digital distribution medium.

Dee Jay is a pretty complete character; if he’s getting any new moves, they’re probably fakes or variations on his current moveset.

New characters added via DLC that costs money would suck. It would work if it was free, though. Assuming such a thing were to happen, making it cost money means not everyone is going to have it. If that happens, you’re splitting up the online playerbase.
On another note, Remixed SFII’HF would be badass as an expansion, separate from the SSFIIT:HDR mode

You could use the company of heroes method:
no splitting of the online player base, but only players who purchased the DLC could play as the new characters. Even if you didn’t pay, you can still play against the new characters.

There’s one thing that wasn’t a threat versus 99,9% of T.Hawk players worldwide in ST, not many normal people could just walk-in SUPER without ticking or start buffering before they move in (It’s not possible without jumping according to Shoryuken Wiki).
Now it’s possible to walk-in SUPER hcf, hcf, b + release Punch buttons.
The biggest gripe with Hawk in Super and ST was walk-in 360s for me, if the opponent is unthrowable I jump or I simply rotate too sloppy so I mess up my negative edge and then I jump aswell. This should be possible to pull off consistently with R.Hawk.
I still have dreams of R.Hawk with no whiff animation walk-in slamdunks, but I’m afraid it’s not going to happen ;~
It’s going to be tough to get used to R.Hawk’s whiff animation, really tough.
