That’s got to be Dormammu. Its almost certainly fire instead of hair, and if you look hard enough, you can even see a spike from Dormammu’s head crest sticking out there.
if you still think it’s mephisto the you need to go to the ophthalmologist ASAP.

hadnt seen that blown up comparison before either…interesting. kinda makes it hard to refute. also, should dormammu be a giant? hes normally portrayed as one in the comics

But in the silhouette picture, and what I think we are to expect in game, dormammu is going to look more like this:
The hand gesture is a giveaway, also notice the bottom half matches the silhouette very well (pants with a cape), for this to be true though one has to assume that the fire is not in the silhouette

It would also make sense for them to take up the darker artistic style of dormammu instead of the purple outfit.
When has she been left out? Perhaps 3rd strike and TVC thats about it.
