The thing is, at anytime Madara can be like “lawl. nope. Didn’t happen.” It doesn’t matter how strong Pein’s jutsu is if Madara can undo it at will.
Eh? Rikudou’s Rinnegan is identical to Pein’s in appearance and has the same powers. Pein just couldn’t use them as well.
If you’re referring to the ringed eye with the Sharingan-like tomoe in it, that was Juubi’s eye.
pein himself says he’s only a fraction as strong as powerful and considering he doesn’t have access to all of the jutsus that rikudou did with his rinnegan.
if you can’t use the powers bcuz you don’t know them or for some other reason then you don’t have them.

And I don’t recall anything saying Pein couldn’t use the same jutsu Rikudou did, just that he can’t use them as effectively. Like the Chibaku Tensei he used to seal Naruto, he directly says that Rikudou was capable of a stronger one (that being the moon). He doesn’t say anything though about not being able to do all the jutsu Rikudou did, as far as I remember.
Oh, and apparently it’s starting to look like the Rinnegan Nagato had was actually Madara’s, not like “I used my Sharingan to create them somehow and that’s what I mean by I gave them to Nagato”, as in "Madara’s eyes literally were the Rinnegan but for some reason he put them into Nagato". I don’t know why he’d do that, but it’s surely possible since he has a stockpile of Sharingan eyes he could switch out for them.
Perhaps he gave Nagato his EMS, and Nagato being Uzumaki (and thus being Senju) was able to turn the EMS into the Rinnegan.

rikudou could use izanagi…apparently the best jutsu ever and all of the sharingan genjutsus. it can be assumed that pein couldn’t considering he had the best possible opportunity to do so and didn’t…not to mention his whole schtick of “making people feel his pain” would’ve been signficantly simpler if he could sharingan mindrape people which is something that rikuodou’s rinnegan could do.
Yeah, but nothing literally says “Nagato can’t do Izanagi”, he just doesn’t use it.
Which could be majorly due to the fact that Izanagi was invented after the Pein fight, considering Kishi literally says he makes some stuff up as he goes along. Hell, Kishi probably thought up the fact that Rinnegan created Izanagi and possibly the other MS jutsu after the fact as well.
he couldn’t use susanoo either or any of the broken ass sharingan techs. and if kishi made up a bunch of shit later…well that sucks for pein, but in-story it still holds.
and we know pein “literally” couldn’t izanagii bcuz he got his asskicked and died, in addition to his entire battle m.o. being predicated on him not taking real damage from his remote location, something that he wouldn’t be worrying about with izanagi.
pein’s rinnegan is to rizodou’s as kikash’ mangekyo is to sasuke/itachi’s.
I guess he’ll keep all the powers of the rinnegan in one body instead of splitting them up into separate dudes?

If he made it up later, it simply means Pein gets hit with a massive case of plot induced stupidity, not that he can’t do it.
back to the original argument then, if you’re too stupid to use your techniques then you might as well not them which is why pein isn’t the strongest ninja/villain.

- Later on, the writer decides that Mr. Supervillain should have more powers to hype him, including ones that he could have easily defeated Mr. Hero with.
- Because of this, Mr. Supervillain is stupid…for not using abilities that didn’t exist at the time.
It’s like judging someone for sending a letter in the mail years ago that now has the ability to text someone. Back then he used everything available to him, it’s not his fault they improved it later on.
…well now things just got real interesting IMO…what the hell could b in Kabutmaru’s coffin? I mean if this ninja actually DOES have the rinnegan…then what poses a legitamate threat to him tha he’d freak out the way he did?

it’s my stance that pein didn’t have access/knowledge to the ridiculous powers, while you’re trying to say that he did. BUT if you’re saying that he did then you’re also implying that he’s dumb as fuck for not using them.
But Nagato has been shown to be a dumb ass. The dude is weak mentally and is easily manipulated since day one of his apearance. So I don’t know why it is such a surprise that he is broken but is too stupid to use it to his full capabilities.
Who has this nigga not been manipulated by, Madara? Naruto? Yahiko? Hanzo?
So I assume mandara was the one to destroy peins village and setup him up with the eyes. Basically since he was of the bloodline he destroyed the viilage and probably watched over him some what (made sure they struggled) then came to him in the night, transplanted the eyes, and was like. “Use these to change the future disappear” And sent lackeys to attack later on…
Also J trained them up to be strong for free, so that was random bonus points for madara.
Oro was right the whole time, if they would have just killed them all this could have been avoided.
