Here’s how I decide this, and, to clarify, this is just a work in progress. So much potential is still unlocked in MvC.
Anyway, the top characters have fantastic screen control/rushdown potential (A-Tier). They either have many good options, or a few extremely fantastic ones. B+ tier are characters that are solid all around and have decent mix-up games and screen controls. B-Tier characters are solid, but haven’t shined yet in the tournament scene to show their full potential. They’re definitely solid characters, just not as incredible as their upper-tier counter parts. And, finally, C-Tier are characters that, while may see use and play from people who enjoy them, are either being hurt by bad match-ups, or have similar characters in the game that perform their function in a superior manner.
Anyway! There’s my temporary thoughts on the matter.
Wolverine is dramatically easier to open someone up with than Viper.
With proper execution Viper has mix ups that are equivalently hard or impossible to block based on assists. (She has high, low, and straight unblockable moves that are all practical given correct execution.
As for Magneto’s ceiling, isn’t it heavily apparent that people will find ways block strings into unblockable set ups so they don’t have to mix up any better? Why take the risk mixing up when you can hit Wesker assist + addf attack/Viper assist + slide at the same time? Once people get better at figuring out the timing to deal with advancing guard to summon out low/high assists and punish with a dead character as Mags and Viper can it’s more effective for dealing with defensive options.
Magneto is pretty much figured out but he isn’t going anywhere. He will always be top. As someone stated earlier, he has the gnarliest flowchart in the game.
If he is full screen away he will disruptor disruptor disruptor disruptor. If he gets in close, have fun with his high low shenanigans. 1 touch and your in his meter recycling program.
Oh yea, he also can DHC glitch start and Gravity Cheese.
Where are Deadpool and MODOK??? And Viper ???
Well, Overall tier list is already approved and agreed. Yours is interresting, some characters should be switched to others tiers, but in the end with the right assist, there are 20 characters that are playable. Some will still dominate, though.
I prefer to speak about the shit characters that are of no use :
Hsien-Ko / C. America / Thor / Iron-Man / Arthur / MODOK / Shuma-Gorath / Jill / Morrigan.
These are always a waste of a spot. Noone will disagree. They are always better option than these. If you need to win you should switch to others.
Haggar and SpiderMan are close to belong to this group of shitty characters, but Haggar assist and Spiderman on point with good assist makes them abit more viable.
Wolverine has been top tier in every Marvel engine game (not counting COTA since that was pre Marvel engine but he was still OK in that one) except MvC2. Either #1 or #2 in MSH, top tier in XSF (below Storm but probably #2), #1 with a bullet in MSF, top tier in MvC1 (and was still getting better when people moved on from that game). He went 0 for 2 in MvC2, but other than Storm, Wolverine is the most consistently good character in Marvel. They’ve never figured out how to make Storm weak and they’ve proved that it’s really hard for them to make Wolverine weak also.
Spiderman and Silver Spiderman were pretty good in MSF. He was probably #3 overall in that game. Unfortunately for him, the metagame didn’t work out for him. Wolverine was so far and away the best character that the only real counter to him was Iron Zangief. The counter to that was Blackheart/Mephisto or Cyclops. And the counter to that was Wolverine. There was a similar counter/trump/re-trump system with Omega Red that Spiderman didn’t fit into either. But he was still really good in that game.
Captain America on the other hand has a really terrible track record in this series. He was probably #3 or #4 in MSH, but hasn’t even been playable since then. They even managed to screw him up in MvC3 where they tried really hard to make everyone good. Poor Cap.
I have the same big 5 I’ve had for awhile and I don’t think there is any other. There might be those that are very VERY close but to me the big 5 are, in no particular order: Wesker, Taskmaster, Magneto, Sentinel, Phoenix.
Those 5 characters are just too good and can do so much for themselves, I don’t see any others as big 5 material. But like I said, there are those that are really good and are close to top tier like Wolverine, Dante, Ammaterasu, Storm, etc, etc.
But this is just my opinion anyways which doesn’t matter much here. Haha.
C’mon man. Can you at least read 4-5 pages before you post your tier list? If you did, you might have a better sense of where things stand. Akuma higher than Phoenix and Hulk above ammy are completely unjustifiable opinions at this point in the game. Even despite her assist, Tron has no business being above Storm.
Hsien-Ko also needs to be Dead Fucking Last on every list.
Spider-Man is one of two characters in the game (the other being Ammy) that can essentially move themselves to any position on the screen while blocking. He has an infinite, a capable long range game (M Web Ball leads to 800k+ combos easily), and is capable of TODing most of the competitive cast. With UWT reset, he is able to TOD the entire cast. He also has one of the smallest hitboxes in the game. The character has far too many tools and deals too much damage to be C tier (he does more damage and has better options than Hulk, someone you listed as B+!)
The biggest downside the character has are his normals. If those didn’t have such atrocious range or poor speed (cr.L is 6 frames but a slow character like Taskmaster’s is 5 frames? Really Capcom?), he’d instantly be played a lot more. Not claiming he’s the best but to put him in the bottom tier is a big mistake in my opinion.
@Viscant: With the buffing of practically every character why was the Captain’s air mobility taken away? He could double jump before and it’s not like he was so dangerously powerful that he needed to be nerfed.
@X-ecutah: Mostly agreed on your list of trashy trash with a few exceptions.
Iron Man is higher simply for his assist. Viscant here took second at WNF largely thanks to how amazing that assist is for Wesker along with an excellent gameplan.
MODOK it’s very unclear what exactly he can and can’t do, some people have gotten decently far with him and there’s amazing tech videos, but I agree he hasn’t shown much results yet.
Shuma-Gorath and Jill I dramatically disagree on. They’ve been shown to have potential and have both made it to finals at WNF via P-Gorath and Cl0ckwork. Also Shuma has an amazing assist.

Taskmaster despite being high damage is not a slow character, he has a heavy/C that comes out in 6 frames Namely shield skills
Tokido plays Sentinel, and Tokido’s infamous (hence Dirty Tokido) for playing God-Tier. Akuma is a solid character that’s seen often enough, and Phoenix is still in such an undeveloped stage that I think it’s still undecided whether she’s godlike or gimmicky.
And LASTLY, the exact order of the characters I’m more blurred on, and was more interested in where they’re placed in overall tiers. It wasn’t as much meant to be where each character was in their tier (albeit there’s a little bit of that).
Even if Magneto is fleshed out now, I mean, he has amazing mixups that are hard to block even if they are fleshed out and kills you off any hit with DHC trick…
Why come up with new technology when you have all you need lol.
Justin Wong plays She-Hulk, and has won 90% of the tourneys he’s been in, unlike Tokido. Does that make She-Hulk top tier? No.
Tokido doesn’t always play God-Tier, he plays cheap characters. ST Vega is #4, but is really dirty. No tier list in SF4’s incarnations has akuma as #1, but he’s got a lot of dirty tactics that blow people up.
Stop biting and start thinking. Sent is great for drones, DHC trick, zoning rushers out w/ a good assist, and killing assists. People aren’t getting blown up by Sentinel like they did at Winter Brawl anymore.
It’s not a bad thing. Just like Wesker. They have all they need to be stupidly effective for the entirety of this game’s life.
I have this weird feeling if this game is still being played heavily in 2-5 years, MODOK will be in at least the 2nd tier. Just a gut feeling, Ive never even played the guy. He’s the character that will jump 4 tiers in a weekend when some strong player shocks everyone with some hot science.
He was pretty good in COTA. Sentinel was a monster in that game, even though IIRC Psylocke and Akuma did pretty good against him, he was the character that the game revolved around. Sentinel is up there with Storm and Wolverine as far as “characters Capcom has no real idea how to balance”.
And yeah I have no idea why they took away Cap’s mobility and the infinite which actually gave him a target to aim for. It’s like they want him to suck or something.
Seriously though, when Capcom makes puzzling balance decisions like this, what it usually means is that someone found something in testing and they judged it to be critical. So they overreacted and now that we have the finished product we can’t quite see what they were reacting to. Sometimes it becomes clear later on (MvC2 Anakaris, ST Cammy), sometimes we’ll play out the entire game and never figure it out. It probably makes sense to people who played every build, but for me I just don’t see it. Poor Cap.
My point was basically that for a character that’s supposed to be a Pixie, Spider-Man’s cr.L is kinda crappy compared to a character who isn’t primarily rush down. His cr.L is the same frame data as Chris’s cr.L or Dorm’s st.L. Would those have been a better examples?
Well… Iron-Man is really bad by himself. Seriously. He has to always be an assist else you lose. I don’t like this concept.
Also even Viscant said it was his weakest link and tried to never use him except for his assist. How can’t he be shitty ?
Modok is shitty because you always have better option to win, like 30 characters lol. He is very complex, needs better skill than your opponent for the same results…
Shuma is very hard to play (third hardest ?) because of Hitstun deterioriation + no way to do damages. He has the worst combo damage out of the entire cast. His only good stuff is his Cross-up M, even then… meh
Jill… she can start the DHC, but appart from this, she is not that good. Well she has some potentials, but not at the moment.
Though Modok is still being slept on, but will never be top 15-20.
