The Spec page is being updated right now, nothing on it yet. News blurb says more updates on 14th. This is what it says (google translate)

It is scheduled for release at the end of April for 2500yen, with new characters periodically released at no extra cost. It’ll be distributed on CD-ROM, but no distributor is listed.

These guys really need to discover online distribution quickly. 25$ good quality fighter on Steam would probably sell moderately well and without the cost of physical media.
