Indeed, the people who are circled seem quite random. Spidey, Daredevil, the dog who hangs out with Black Bolt, Namor and the Giant-Girl or whatever from the Young Avengers are in blue. Wolverine, Sentry, Hulkling, and Doc Strange are in red. I can’t really come up with any definite similarities…Most of Fury’s crew from the Secret War is in there…but he didn’t circle Luke Cage. Most of them are from one or the other New Avengers team…except for Daredevil, the dog, and the two Young Avengers…and it just kinda goes like that.
Maybe… Blue=Asset, Red=Liability.

Maybe…but the cover to SI #4 makes it pretty clear that Fury doesn’t put Hulkling in as a liability. Plus…Wolverine? He’s never a liability. They just stick him everywhere. And I don’t see how the dog from the Inhumans or the Pym particled girl would be assets…
Hmmm maybe because the bulldog has teleportation abilities and Stature is pretty close to the Vision?
It could be the other way round tho; Blue=Liability, Red=Asset 
But the Black Bolt is a skrull…
