I saw some screencaps a while back of some character deep within the source code. Billy was one of them, as well as 98 style Iori. I think they were legit.
Well do any of you remember when people analised the data from the game, there was this:

K9999/Nameless would be a good addition too.

Hoping the team Billy was on in 97/98 comes back with him (Yamazaki and Blue Mary). Also that the added characters are as full featured and complete as the arcade cast, unlike Mature and Betty were in KOF XII.
