elena’s character design is a reaction to the character design of blanka.
no one thinks of blanka as what he was first meant to be… he was the vision of a primitive living in the jungle. they made him green because it doesnt point the finger at a specific group of ppl but any smart person would know who they were being biased to. so they make amends and reverse everything that made blanka who he was and created elena- a real representation of a person of color not living in america. she is female and has a direct fighting style that is known and not random. her ethnicity is not exploited culturally making it a good role model character.
capcom has flipped alot of character designs from sf2 and turned them out into completely new characters because they took good elements of the past cast and took out the stereotypical elements that made them. this left a clean pallette of ideas to work with and push and pull to create new ones.

Come to think of it, Igniz does remind me of Vicious. The color scheme, being the head of a shady organization, becoming the leader by offing an old man (old men). not to mention KOF2001’s win quote screen has what seems to be a Cowboy Bebop motiff when it comes to colors.
Twelve’s design is based on that of the alien monster in episode 12 (broadcast 12/17/1967) of the “Ultra Seven” TV series. Ultra Seven was the 3rd installment in Tsuburaya Productions long-running series of “Ultraman” tokusatsu (live-action special effects) TV shows. The alien monster in episode 12 was designated “Spehl-seijin” – literally, “the being from the planet Spehl.” The episode’s original Japanese title was “Wakusei yori ai o komete” [From Another Planet with Love], while the English dub broadcast by Turner Network Television in the early '90s used the title “Crystallized Corpuscles.” Episode 12 is something of a big deal in Japan, as it has been banned there since 1970. The 1999 12-volume Japanese region-2 DVD release of Ultra Seven does not include ep.12 – vol. 3 contains eps 9-11, and 13. I’ve seen a number of Japanese auction site listings for bootleg DVD copies of the elusive ep.12. Washizuka = Saitou Hajime from Rurouni Kenshin, this one’s obvious. He even has the gatotsu.
the rest of the LB cast are supposed to be inspired by Kenshin but most of them aren’t that apparent.
anyway, Watsuki was a huge fan of SS. Genjuro was the base design for Shishio. Later on Kazuki and Sogetsu are practically copy-pasted into the Revenge arc of Kenshin.
With the VA also being the same as that of Vicious, I wouldn’t be surprised if something was implied by it.

Jacky connection is moot. The Bryants use Jeet Kune Do! Of course they’re inspired by Bruce Lee.
Most of these anime conventions (except for the ones explicitly detailed) are pretty bunk. Most characters are based off of anime archtypes, Karin example specifically, most of the KoF cast as well. Although Yun and Yang are probably very much influenced by Trowa and Duo from Gundam Wing. Aside from the style similarities (Yun has cap and pony-tail like Duo, Yang has Trowa’s/Iori’s/Slayer’s impossibly-long outward-thrusting…bangs?), their taunts seem to confirm the homage; Yun’s is more showy, Yang’s is more stoic and nonchalant. Although, if you’re only looking for basis on people, then there aren’t nearly as many comparisons to be made. Outside of Samurai Shodown, SNK never really tried as hard as Capcom to make things based on some kind of reality.
And Wong Fei Hong existed. In history. The Saitou/Washizuka and Kojiro/Okita (which I don’t think anyone mentioned?) comparisons aren’t really valid either, they’re both based on history and dramatizations of Saitou Hajime, who was actually quite ugly (google it. or goro fujita, to make things easier). Although Okita has always been a gorgeous boy type!
Anyway, Axel Hawk (Fatal Fury, maybe 2 and Special, I forget)'s sprite looks like a brighter shade of George Foreman, headshape and all. Not that it’s saying much, because most of the characters in early Capcom and SNK games are very derivative personality wise, with some kind of played-up stereotype (Indian people love curry. Curry is hot. Therefore, Indian people breath fire.) or retarded clothing choice (original Terry is a fashion disaster! That vest!) making the character complete.
From Tekken: Also, Jack is very clearly the original terminator. Except with a retardo mustache. And, I forget, was Tiger Mask a mexican wrestler before he was a Japanese manga hero? King is a ripoff of either one. I also imagine Ganryu is based off of some kind of Yokozuna, but he looks so much like “generic sumo wrestler 1” that it’s hard to say. If movesets are any basis, then Steve draws most of his moves from exaggerations of boxing from Hajime no Ippo (it seems like a stretch, but he has Flicker Stance, a Dempsey Roll, a Gazelle Punch, the liver blow, etc. etc.), and in T5, Bruce got a kick that looks like the Ong Bak trailer with Tony Jaa kicking guy in face and guy falling dead immediately. A rough connection, to be true.
From GGXX: Slayer is very very very much Shockwave Alberto from Giant Robo the Animation. They changed his hair. Bridget looks very similar to the main character of Chrno Crusade, although with how recent both instances are, it hardly seems like a coincidence. And I-No has that hat from Harry Potter that tells you what house you belong to. I also thought the rumor was Baiken was based off of Ishiwari drawing Kenshin with tits, so he put it in a game? It makes more sense, knowing how ridiculous that fellow is. Of course, all the character names are some kind of reference (mostly musical, except for the GGX newcomers. At least I don’t think Anji Mito, Johnny or Kuradoberi Jam are influenced by any 80’s glam rock bands I can think of), whereas Baiken was named after the famed chain & sickle wielder Shishido Baiken (name might be wrong, and hence the grabbidy pull move. although I don’t think the original fellow had some kind of dragon gun. or mysterious tatami mats), and the name “Zato-One” certainly seems like an homage to Zatoichi to me. In that it probably most certainly is. For 100% of everything.
World Heroes characters: It is very, very obvious that all of these characters are based on real people. Except for Broken. Who is based off of alternate-reality-hitler-wins-world-war-2-and-makes-aryan-cyborg-dhalsims real people. Except for the aforementioned Neo Dio deal, don’t bother pointing out “J. Carn is probably based on GENGHIS KHAN!” or “Captain Kidd is probably based off of CAPTAIN KIDD!” The only ones that are even questionable are Ryoko and Ryufu. Ryoko eventually became a real person (based off of the title character of manga/anime Yawara!, which then became a real person due to her winning of the 1992? Olympics Gold Medal in Judo), and Ryufu is supposed to be Lu Bu, but I don’t know that he’s real. Or the connection’s very obvious. Because he’s a stupid character.
The obvious: Wangtang from Power Stone is based off Gokou from Dragon Ball Z. Kidd from Power Stone was probably inspired by Meitantei Conan. Kikaioh was inspired by Mazinger, and most of the robots from the game were inspired by other mecha shows. Akira from Rival Schools’s team up attack is the thing from that EVA episode. That guy from Kensei: Sacred Fist is very obviously Steven Segal. I think Robert actually was inspired by Steven Segal though. The Baek connection’s more than a bit tenuous.
It’s also hard to come up with inspirations for the characters in Killer Instinct, because all the characters were so uninspired. Ha. Ha.
And rumor goes that B. Jenet from Mark of the Wolves is actually child model Jon Benet Ramsey, who was abducted and, uh, raised by pirates. As they are oft to do.

I believe he was a manga character first, as basing wrestler gimmicks on manga/anime characters isn’t/wasn’t that uncommon in Japan (see Jyushin Liger). Then Japanese (not Mexican) wrestler Satoru Sayama took on the gimmick. Tiger Mask II was Mitsuhara Misawa, III was Koji Kanemoto, and IV’s identity is as yet unknown. King is undoubtedly based on the idea of Tiger Mask as actual wrestler, although I don’t know if he’s modeled after any specific incarnation of the gimmick.
Cloudberry Jam were a Swedish indie-pop band who had a fair degree of successs in Japan.
About Jam: ah, I see. It’s not quite as obvious as the others, in any case.
And I didn’t think Tiger Mask character went that far. I imagine he’s based on the Tiger Mask idea more than anything. Although he’d look like a darling in a singlet.

Uh… Gon wasn’t based off of Gon from HxH. Aside from that, how could you even possibly make that connection, Tekken 3 came out in 1997, HxH started in 1998. Gon is based off of the manga character “Gon.” Who, similarly, is a dinosaur. Last I heard, Gon from HxH wasn’t one of those.
Also, the World Heroes characters are obvious. Read previous posts. Ryoko was based off of Yawara or Yawara-chan, the Judo Gold Medalist in 1992 or so. Read previous posts.
IIRC, Rose’s design is very reminiscient of Lisa Lisa from Jojo’s Bizarre Adventure.
I vaguely recall reading that one of the lead designers on “Art of Fighting” (perhaps the project head himself?) came to SNK from CAPCOM – supposedly having been on the SF design team, which is supposed to account for the bare-bones similarities between Ryu/Ken and Ryo/Robert (their designs, techniques, personal histories, relationship, etc.).
Whoa – where did you see the “J” in “J. Carn” interpreted as “Julius”? Not trying to flame or anything, just genuinely curious if any version of the games (or their packaging, or multimedia products) might’ve offered that spelling. The “J” actually stands for “Jenghis” (in at least one of the WH games, the announcer can be heard saying Carn’s full name). Most Americans are familiar with the Genghis Khan spelling (pronounced with either a “g” sound – as in “get” – or a “j” sound – as in “general”), although Jenghis Khan and Jenghiz Khan are also acceptable English spellings. His original name was Temujin, which likely inspired the name of Temjin, the Mongolian Sumou practitioner in SNK’s “Art of Fighting 2.”

Chipp = Zentetsu from Last Blade/Strider. Just look at him.
Testament = Jedah from Vampire Savior (guy in a purple skirt with a scythe, cuts off body parts as attacks)
Ky Kiske = Kaede from Last Blade. Blonde hair, lightning sword, etc.
Zappa = Donovan from Darkstalkers. Sword, giant blue guy that hurts a lot, etc.
Potemkin = Shingen from Last Blade. Autoguard attack, multihit command throw with one hand.
Sol = Kind of a mix of Terry Bogard and Kagami from Last Blade. Definetly Terry Bogard. And Kagami is based somewhat on Kyo Kusanagi to start with.
Baiken = Himura Kenshin, no question.
Johnny = Looks a lot like Jotaro from JBA, but I’ve never played that game. Has a lot of Iai moves similar to Moriya from Last Blade.

But more so, based off “history’s” Shishido Baiken from the guy Musashi fought, and was glorified in Eiji Yoshikawa’s “Musashi.” Yun and Yang… touched on… do people read threads? And Sean based off Miyagi? Uh… he has basketballs? Ryota connection = NO.
All GGXX characters are based off of 70’s-80’s bands/artists and generic anime stereotypes. In the spirit of pointing out the obvious, the pilot of Rafarga in Kikaioh was based off Roy Fokker! GURHURHUR.
