What about Dizzy…
To me it seemz like she would place at tha top. She has terrible energy draining combos and supers, and her mixup game is great. plus she haves keep away moves worser than Cable plus she is the hottest chick. This gurl is bbbaaadddd, in my opinion. She is top, top tier.

Also her Regular Normal Attacks are near worthless.
She has nothing that can stop Sol’s Riot stomp (usually Character’s Forward+Punch is enough for a counter hit, but Dizzys will trade or get beaten) Unless you Psychically predict the move and throw out a move several frames before hand.
thats just one example of her weakness.
but she does great damage for free.
dizzy is mid to upper-mid
her FRC ice spike combos are very useful, but her normals aren’t that great (they still do big damage)
diz needs to work for that first hit though
her worst match up would probably be sol though
still, her fish “trap” is useful and her c.K is quite good

The ranking chart was from Japan, not from the Gamefaqs posters. So I’m sure they had played good Anji players. I heard something about Anji being really popular over there, so maybe he was ranked so low because everyone plays him. The rankings were skewed a little bit though because they were figured out by using ratios. I have seen some good Slayers, but in no way is he the best. I have no clue what you’re talking about with I-No though. It’s been my experience that she is pretty hard to play as, but good players can land some sick damage. And how could you not mention her 6P? If she lands it (and she probably will), she’s almost garunteed to take half your health bar if she has a quarter bar and knows how to FRC. Mixup game is also pretty good too, although not as good as Millia’s of course. I’m not saying I-No is top tier or anything, and she’s definitely not that popular where I have played, but I would rank her mid - highmid.

I use May because my characters choose me, not the other way around. Yes, I know, it’s easy to put her down as the worst character in GGXX, and I know she doesn’t have the best moves, she’s mainly a character who’s there to mess you up provided you screw up, and yes, it’s even easier to put her down as stupid. But I, personally, could care less about how terrible you all think she is, I will continue to use her and become better at that game.
Plus I’m the only guy in my state (as far as the serious group of gamers here in NE is…) who uses May. More power to me for being unique. 
I obviously don’t plan on winning too much, but the game’s fun, playin with her, but there’s two characters that I find she has great difficulty fighting. Ky and Baiken.
Ky just has an insane high/low game in general, and if he’s on the offensive, it’s very hard to knock him off his high horse.
Baiken is the worse of the two, she just counters should I not be able to combo/catch the player off guard, and I’m punished, not to mention she has a decent offense (Though her non-counter super’s range is crappy…)…
Any help on beatin those two?

Actually, it’s hard to give overall advice without any specifics as to what your problems are with Ky and Baiken. Here are a few pointers with Ky.
If Ky does a standing slash or a fireball, your 6P will go through them. In the case of the standing slash, you will also hit Ky. This does wonders for breaking his stand slash/fireball poking game.
Your 6P will also beat out his qcb+k move. Often what’ll happen is the moves will hit each other resulting in that flash, in which afterwards you’ll be able to get in a free hit.
Finally, the 6P will protect you from Ky’s uppercut on wakeup games.
And, if you aren’t already, use the hcb+HS super on things like Ky’s qcf+k if you’ve got it. These tips should help you keep Ky off of you. If not, sorry. Ky is better than May. 
As for Baiken, sorry, but I haven’t figured out a solid way to beat her either. But don’t feel bad, as I don’t think any character has a solid way of beating her. You just have to outthink whoever is playing Baiken. Try to utilize her overhead kiss and, of course, stay away from the corner.
May is always going to be near the bottom because she doesn’t have anything thats truly special. I use her mainly and if you are fighting annoying characters like Baiken or Sol or anyone tring to rush you down. Set the Hoop up with kick button and hold. You will still have the use of forward punch, Slash and Hard Slash. Once your opponent gets under the hoop let go and the dolphins will hit. This is good especially when you are in the middle of blocking a string of attacks. If you fight a Sol that does Grand Viper when ever the hoop is thrown you will need to do the hoop with Punch and FRC.
May can fight back but the fact is she doesn’t have any thing truly devastating. I personally think Axl is one of the best especially with 50% combos with 25% tension.
The only two characters whom I see Beat Baiken on a regular basis is Sol and Potempkin. Sol, mainly because he’s Sol, and Sol’s just insane, and Potempkin, because you can’t counter grabs, and those happen to be Potempkin’s speciality.
In fact, I think that is the key to beating Baiken. Throw her. Though, kinda tough with May’s crappy throw-range. Her Overhead Kiss also is extremely inconsistant. I’ve been close enough and STILL miss, yet, I managed to grab Sol out of one of this uppercuts, and even grab Baiken out of one of her non-counter super.
It’s just a strange throw. Need to use it, but can’t count on it either.
Unfortunately, Anji has been in the less than average department for quite some time already. This is not something new to the ggxx peeps.
As for I-no being worse than May, you gotta find some proffesional I-no vids. I’ll post some links here later as soon as I find my list of vids.
The only I-No vids I can think of on the web right now are #Reload Ver. B. I’m pretty sure 3 of them have I-No. She doesn’t win all her games, but you can see what she’s got. Damn, this site had a really awesome I-No vs. Baiken match a while back, too bad it’s gone now.

I just finished dwnlding A, B, and C (which are the last 3). The I-no ones are A & C - she did win in C. Seeing I-no dealing 90% in 10 seconds made my jaw drop. I-no players in particular just get nastier/sluttier everytime.
final verdict: Kliff is the toppest of the top tier
