Yep, it is similar to Goukens counter in that they are both counters. However there are a few large differences. First Goukens counter works of the FA system, where the incoming hit takes grey dmg like a focus attack, he then immediately retaliates. Gouken can do either a low or a high counter.
Duds can’t do a low counter, this only works for high and mid attacks. Also he will take some actual damage from this but counter the move for more damage against his opponent. His counter also seems to cover more space. Perhaps problematic if he counters a cross up but his animation has him move forward, so maybe the space created will be enough to keep him safe from a reprisal. Assuming that his counters don’t outright beat cross ups.
Also to note, this looks like a good possible set up for corkscrew cross.

Ok I think the point is made about the voice. I think I would be more concerned about his fighting style. My biggest worry is how he will translate. The demos are nice but they only show him givin the punishment, not recieving, and not clearly.
I think his normals have more effect than his specials, landing those specials could be trivial but have you seen how fast he jabs? Gawd he’s gonna give Balrog a run for his money seriously.
Edit: When I mean jabs I mean all his punches actually.
I mained Dudley in 3S and Balrog in SFIV, I’m thinking it’ll be a very close matchup.

Sagat and Ryu are probably the hardest characters outside of Akuma to use.
Isn’t it funny? The game isn’t even out yet, and the new VA has potential to create new taglines for Dudley. People need to give the guy a chance.
We haven’t even seen all his taunts yet.

Seriousely, I’m not a Dudley fan, and yet I can bet a lot on what his attack will be. Since we’ve seen his two ultra and considering the fact that most of the cast keep 90% of their previous version’s move, you’ve failed.

In round one? He cross counters the Tiger Uppercut, the next scene is his s.mp > s.mp > s.fp target combo…followed by Jet Upper and then EX Machine Gun Blow. He wins the round with Corkscrew Cross. The next round is him getting beat up, throws a random ex Short Swing Blow, and the rest of the video is stuff he’s already shown. How is that even a question? He doesn’t use a single move in that entire fight that he didn’t have in Third Strike, except for his new throw animations… He didn’t even showcase his actual new move (where jumps into the air and dive-bombs them, should be good for ambiguous cross ups).
He has the -exact- same toolset (plus more) with, as far as I can tell, a lot of his chains. He might have lost a few, but that’s to be found out soon enough.
