i think the link is still there, on the first page. scroll down after the announcement of “CPS3 Emulator Version 1.0” to “CPS3 Emulator Preview 3 Test Version.” then, where you see the bullet, click on “CPS3 Emulator Test Version 3.”
version 3 still has the makoto glitch, if you’re wondering.
If your computer can handle MAME, and if you have a fast computer the CD booting won’t take THAT long. I thought it would be hours on my machine but it took 10 minutes for 2I and 15-20 for my NG.
I do have a 3.3 GHZ processor, that could be why.
It looks like MAME 0117 is out…I haven’t tried it yet myself. The changes seem to be fairly minor over the previous version.
the mame version i have no problems when not online, it feels like its the real deal. Only problem i get is the sound is really fucked up online

rom is like 64 megs, chd is like 30-40… what is wrong here?

you have to drag and drop the chd file into the rom file. when u do that the rom should load
Not really. The CHD has to be placed in it’s own folder named the same as the ROM. For example:
\mame\roms\sfiii3a.zip
\mame\roms\sfiii3a\cap-33s-2.chd
This works for me.
that can be done too but i didnt feel like making a folder cuz im lazy so i just dragged and dropped
Yes really. It works both ways, you can put the CHD file in the rom zip and it works perfectly.
k, got the help i needed and it works great 
Ok so I’m trying to load the cheats in MAME 0.116 u4.1 but I am having trouble doing it. I copied and pasted the cheats from Rock Lee in the cheat.dat file that’s in my Mame folder but how do I load the cheats when I am in game? I read the “read me” file and all but could not find how to load cheats with this Mame. Any help would be great.

Hit tab after the game loads.
You will know what to do.
Open the MAME GUI, then go to Options and click Default Game Options. In the window that opens up, on the left side of the window you will see “Miscellaneous”, click that. You will now see a menu with tick/check boxes, find the one that says “Enable game cheats” and tick it. Click OK…Now run your game then press TAB while in game to bring up the MAME in-game menu.
The rest is pretty straight forward after that!!

i’ve got a question that’s been bothering me for a while now.
let’s say we have a crappy computer whose video card sucks. if we can get the cps3 mame and ElSemi’s emulator to work, why can’t we get a dreamcast emulator to work well/properly? (since sfiii was ported to dreamcast) it should work, no?
