After 40 percent before super you get to the point where if you hit Wesker again he’s gone for sure so that’s good enough.
40% is only 400k though…

Morrigan and Chun are the only ones I’ve tried. Dormammu does good damage, and great damage with assists. I don’t think that most of the guys you listed on doing low damage Jin actually do low damage.
Jill and Shuma are the only ones I have no idea what their BnBs are.

if a BnB builds a meter anyway does it matter if it ends in a Hyper Combo to exceed say 500K?
Iron man does an average of 450 with no assist/no hyper, and can go up to somewhere above 700K with 2 assists/no hyper.
MODOK on average deals low damage before hyper/assist, but in certain situations he can deal about 800K with 2 assists/no hyper.
Chun can’t really do anything without a stupidly high execution combo. And yeah, Strider’s damage is pretty damn low too.
Got my damage tier list up. Got people who are TRUCKS, solid damage, low damage, uncofirmed.
That’s kinda the thing about chun li though. She’s an execution character aside from the stereotype of mashing lightning legs to win being successful.
i would have to say strider… his bnbs dont get very far without meter being spent.
Frank would have to be ranked depending on his current level. lvl 5 frank does good damage without meter, but lvl 1 frank is kinda just mediocre damage without meter.

Frank West levels 1-2 do low damage. level 3 solid-high damage, level 4-5 assuredly grown-ass man damage.
Unconfirmed: Chun Li, Dormammu, Frank West, Ghost Rider, Phoenix Wright, Shuma Gorath, Super Skrull, Viewtiful Joe,
Chun-li- execution based character, so while her bnbs might seem impractical… that’s just the character she is: SOLID DAMAGE imo
Strider- Should be Low cuz he does less damage than all the people u have listed as low.
Dormammu- Truck
Frank West- Low but increases with level
Ghost Rider- I don’t even know. . . probably low
Phoenix Wright: In his regular mode: low
Shuma Gorath- Same deal as chun li to an extent but still solid if you put in the time.
Super Skrull- Truck
Viewtiful Joe- Solid psure

Strider can surely get 450+k before super so he would be solid at minimum. There’s already combo vids of him getting almost 550 before super. Didn’t look terribly unpractical either.
Ghost Rider can hit you for a ton of damage off a simple j.S, st. H, H, QCB H alone there’s no way he falls into the low damage category, but I can’t confirm anything.
I thought a lot of those combos were not practical tbh like the ones with the multi wall clings, but who knows. I dislike talking about how practical a combo is because any combo can become practical with enough practice. Most of the combos you see that Japanese spencer player Kuuron (sorry about sp) look impractical, but the dude does them extremely consistently.
The only stuff I consider impractical is the stuff that like Desk does or some of the other really weird combos that you’ve never seen in a tournament ever. Everything else = sit in training mode long enough.
Dorm does 421k if he only does jS land cr.LMH sS jMHS Purification.
In the corner he can easily get approx 551k with three Destruction Powers stored up. Not sure how you wanna rank him
