Actually, caucasians are covered, but the hard part is PROVING the crime was racially motivated. Half the time the racial part is ignored because it’s like “Well, there’s more caucasians than whatever ethnicity assaulted the victim…it was just the law of averages.” But yeah, I agree, there needs to be clear-cut equality on that shit. When its White guys being up black guys, suddenly its a crazy racist hate crime. When its black guys beating up white guys, everyone goes “Well, what do you expect? They are animals!” and is subtly racist about it because there’s this unspoken belief in American media that anything with darker-than-pale skin or with otherwise distinct, “non-main stream” attributes is inherently bad (piercings, tattoos, etc). They’d respond the same if it was Mexicans beating up blacks, or black beating up mexicans. No one cares because its normal for the bad guys to be aggressive and nefarious.

I can give you a bunch of addresses in NYC, you can park your car and watch every day as some white kid coming from elementary/intermediate school is jumped by like a dozen high school aged black kids over pennies so one of them could buy a slice of pizza for a dollar. There are multiple cop cars on the side of the schools and the school has security as well but it’s completely worthless and I usually see those same cops shooting pool and doing drugs later in the day.
