In Europe and Russia definaetly SF. no one plays here KOF and tekken isn´t that much played compared to SF. You guys also forget China and so on are playing SF too. My buddy was in HL and he could play in every arcade he went SF IV with enough competition.
KOF seems to be China’s main game when it comes to fighters, and with a population that large 10 million max is a fair estimate. Like Roninwarrior said :

since every character has the ability to short hop, you now have an entire new set of options to deal with for footsies. This short hop mechanic doesn’t really apply to SF outside of cvs2. short hop in 3s is a retarded dumb down version of the KOF mechanic. 3s = dedicated normal on short hop where as KOF, you can select any normal to attack with.
This simple mechanic alone @ least doubles the amount of footsies present in KOF compared to SF.
Every simple basic mechanic in SF is amplified 2 or 3x greater in KOF.
what does SF test that KOF doesn’t?

LOL, who said footsies only need to happen on the ground? its just a term to describe the interaction of attacks. In SF, its hard to say , apply air footsies because the air game is usually very limited. However there are exceptions.
mvc2\GG are extremely heavy on air footsies because there is a lot of interaction going up there. KOF shares some of this concept since they have multiple types of jumps where SF only has 1, typically.
I thought in KOF people used a lot of short-hop or hyper-hop normals as opposed to traditional ground footsies in Street Fighter.
As far as I could see it, it was because air normals were too good in KOF to use footsies.
IDK why people are comparing the two then…might as well come in an say that by that logic Guilty Gear or some other crazy japanese fighter with 20 meter bars should be “better” than either KOF or Street Fighter.
