Yeah I assumed that to begin with, but upon using an online translator I was surprised that Kyaku didn’t turn out anything relating to kicks or feet.

He’s actually saying Tatsumaki Sempuu-Kyaku
But the “i” in maki is cut very short “u"s in tatsu and kyaku are nearly silent (since it is being used as a word ending sound) so it somewhat literally sounds like
"TATS MAK SEMPUU KYAK!” spoken very fast.
Similarly in SF2 games were Ryu yells out “HaDOOOOOOken” when it is actually"Hadou-Ken!" but the “o” in the middle is cut very short when said fast so the “u” sounds more dominant.
It’s is very common as Akuma and Sakura have that affect in their names. You’re supposed to pronounce their names by saying “Ak Ma (maybe more like ah-ck-ma)” and you create the"u" but saying them together. Same with Sakura as you supposed to pronounce it as “Sak Ra (or perhaps Sahh ck Ra)” and you again create the “u” by saying both word together. But many Americans (even game announcers within the games) pronounce them like "Uh Koom ahh"or “Suh Kuu Rah”.
The funniest one to me is the way many people say the move “Shouryuu-Ken” like “Sure you Can!” when generally it should sound more like “Sho-uu ryu Ken (Or simply, the way it’s spelled lol)”. Very common mistakes but still funny.
So in conclusion, Ryu’s Ultra in SF4 "Metsu Hadou-Ken"isn’t “Met Soo haDOOOOOken!” xD

Even Senpuu Kyaku by itself would be less of a hassle and come to more or less the same meaning in the end. Though doesn’t Sakura say it that way?
She calls it the Shun puu kyaku.
Isn’t it Tatsu maki senpu kyaku? There’s no short “m” sound in Japanese.
Also, I thought the “u” in Hadouken" was just a long “oO” sound, like the long “o” in Ohayou >>> ????.
