I’ve marked players as disliked, or whatever it is, for turbos, annoying mic crap, etc. In my experience it doesn’t do shit. These games (HF/HDR/SF4/etc) just match me up with them anyway. I honestly don’t know what it does other than get people banned if everyone files hate on them.
I think its a bit harder in fighting games because of how the search engine works. However I’ve done this in games like COD and Gears and never faced those people ever again. Thing is, unlike fighting games you aren’t searching by region which limits your choice on who you can face.
So that’s what the hell that does! I’ve avoided some people but every now and again I’d still get matched up with them, figured it was a useless thing. I won’t lie though, it bothered me in SSF4 that my avoidance rate got up to over 60% (mained Rose and Juri). 
I had one angry message in this game so far, but that’s it (nothing worth posting though). Other than that, it’s usually “ggs” and such.
Been reading through here for a while though, some of this is pure gold. Helps get me through the work day.

This is a semi-positive one…I started playing this game just this Monday. (I have been hooked onto KOF 98 and some 3S and boy was I enjoying myself).
Nothing but a few random “gg’s.” Until, today… I fought somebody named “nmc031"” on Endless, along with a two other players. He had his mic on… he said "I’m gonna beat yo ass, too!"
I chose Asuka and Vega and tore his Ken and Kuma to pieces. I trolled the shit out of him with Asuka’s Falling Rain and her Attack Reversal… and periodically using her Target Combos.
I heard him saying that "I thought I fought this guy before!"
I kept using Vega’s crouching HK unpredictably and poking him with standing MP and HP… But, Kuma is a heavy hitter and my health was low… I suddenly trigger Pandora by accident, only to end up losing the round! (I heard over the mic saying “What did he do that for…? He could have won… shit man!”) So, for the entire next match, we trade our normals in the air… he keeps disrespecting Asuka’s “Geese Howard-ness.” I swear, every time, I use Attack Reversal I want to say “Predictaboo!” or “Too easy!” … As a matter of fact, I’ll do that from now on!! I manage to end the next two matches with a time out. His defensive skills were too impeccable and he managed to throw tech every throwing attempt. HIs Ken was more or less a flowchart but his Kuma was extremely dangerous, considering what characters I was using. He sends me… a friend invite! He also sends me a message saying
"I seen you fight on SSFIV before…"
I message him back saying: "When?"
He says: "i seen replays on your ibuki, vega, and chun li. and I fought you before - you were using viper. I barely beat u with
bison and you beat my ken twice.
I message him saying: “Oh… I see”
Two hour later, he decides to tag team with me and go on ranked. We won some and we lost some… oh well. I stuck with using Raven, Asuka, or Jin, while he was using Kazuya the whole time. He was pretty decent if I might add.

I’ll be honest I would not blame any casual player who said this to anyone online. To an uninformed player the rewinding with the netcode may look like cheating because you are warping all over the place.
I just quit on a dude who did Kazuyas infinite the whole match. If you wanna do it because Capcom hasn’t fixed it yet… well, ok. But I don’t sit there and watch it for a whole round.
It wasn’t ranked btw, but seriously… I want to play, not sit there not being able to do anything.
Reading this made me want to play Kazuya.
Pick him up, but I think you can take your time because Capcom won’t fix it anytime soon 
i actually played someone tonight who was doing what i thought was an infinite with kazuya too. i haven’t seen a video or anything but heard there were infinites now, and while he was doing the combo i was like ‘oh this is gay he must be doing an infinite’ something with his qcb+lp then the spin kick, rinse repeat…
but he dropped it, and i actually ended up beating him … then he immediately left the room. this was the 2nd or 3rd time i had beat him too, but this was the first time he had landed the infinite.
