Also Mortal Kombat 2. Practically impossible to land a projectile right from the first fighter on normal difficulty, same goes with throws. A couple fights in forget about using uppercuts. they will always counter with their own. Sweeps? Forget that too. After about halfway up the tower everyone will LITERALLY WALK THROUGH YOUR SWEEP to throw you. Can’t forget about dear old Kintaro. If you don’t know how to exploit him, good luck. He throws you out of almost any move that involves your sprite touching his. Liu Kang’s flying kicks don’t even hit him for chip damage! He grabs him before contact is made! Even Motaro waited til he was hit for chip damage before throwing you! Also, don’t even get me started on all of Motaro’s bullshit.
My vote goes towards Mortal Kombat 2.
I love how everyone forgot Eternal Champions…On the off chance you beat the first person…which was nigh impossible with some characters, if you lost to the second, you’d be right back at the first person…who took you about 10 tries in the first place.
Not to mention the computer just flat out cheats when it comes to meter. You use up all of your meter, you can’t do special moves at all. They use up all of their’s, they have a special glowing ball underneath the meter that gives them infinite meter…GREAT!!!
Somehow, I managed to get to the end with Rax using nothing but crouching hard punch and throwing…But you CAN’T throw the second form of the Eternal Champion…So I got PWND pretty hard.
ST DeeJay’s fireballs were better zoning tools than O. Sagat’s when used by the AI. He also threw me out of my super with boxer multiple times as he was about to die.
Gill is worse in New Generation imo. He easily does 60% with one combo and can stun you off of cr.hp.
UMK3 ai is the worse. They seem to react to everything with lightning speed and precision. At one point, Jade just stood 1/3rd screen distance and started to react to everything I tried. I never actually beat the arcade. Then again, I don’t really play mk.
EDIT: MK 2 is also really hard.

ST DeeJay’s CPU don’t need to charge for the fireball, he throws them out as fast as Sagat’s Tiger. I think he’s the only charge character that does that.
Is it possible for players to do the instant crouch to uppercut the AI does in UMK3? I’ve always wondered about that…
Fatal Fury 3 and Samurai Shodown 3 were definitely cheap, AI-wise. Those games are pretty puzzling to me, as they revamped the graphics, tossed out the cool old cast for the most part, changed the systems dramatically, and amped up the AI to silly levels.
Isn’t Gill in Third Strike actually significantly easier than in 2nd Impact? I haven’t played the two earlier versions of SF3 in a while… I seem to recall the original version of Gill being a bit easier, at any rate, possibly due to the higher damage level. (So you can sneak in victories a little more often.)
3S Gill isn’t very hard actually, and his AI is extremely abusable (On his wakeup, you can time a dp-like move to meaty him just right and he’ll always try to do a cr. HP and eat it for free. You can get double perfects like this). If you’re against “cheesing”, rushing him down can seem unfair, you need to make a point to hit him only when it’s safe (such as after parrying his easy-ass knee drop). Forget about poking
To this day I have trouble with God Rugal/Shin Akuma on CvS2, but then again, I haven’t really tried figuring out the best way to beat them

Nahh, you just need to block him properly and punish his universal overhead and low tatsu with throws.
Yes, actually. Remember when I mentioned the cpu could counter uppercuts with their own in mk2? well in umk 3 you can do it too, and it will be an instant uppercut if you counter it fast enough.
I did not like MK’s…besides me finding it difficult anyway, seeing Jax do backbreaker pretty much everytime a friend of mine jumped in sealed the deal really.
Oh yeah, TTT’s AI - though not really retarded - was just silly because it would block everything and just do throws.
All things considered, they’re not that bad.
With Shin Akuma, just stay in the air and be aggressive with air-to-air normals to hit him before he throws his fireballs. He does his most dangerous damage on the ground only. Taking a hit from one of his air fireballs is far better than staying on the ground and getting mixed-up into lows xx Tatsu xx DP for massive damage.
Even at Ratio 4, he has terrible HP so eventually you’ll get lucky enough with random air hits to take him down.
God Rugal is just the opposite. You pretty much fight him the exact same way you do in KOF–NEVER JUMP AT HIM EVER and stay on the ground at all times.
The only notable differences from his Boss KOF versions are his Teleport and Unblockable supers.
He likes to teleport A LOT, so sweep or throw him out of recovery. If he’s staying at full screen throwing projectiles, just block/jump/evade/parry/JD and wait or counter with projectiles of your own. Kaiser Wave is fast but still easy to react to at full screen.
Turtling your ass off then throwing or punishing Genocide Cutter whiffs is where the bulk of your damage will come from, although turtling this way will leave you open occasionally to his unblockable command grab it’s a lot better than eating a Genocide Cutter.
