SF Alpha 2 has harder AI.
Gotta agree with Hatred Edge. The AI got huge damage buffs because it’s so fucking dumb and easy to abuse.
Any SNK boss, but Rugal takes the biscuit. Alpha is pretty bad for me sometimes (God, I hated Bison =.=)…
…and for anyone who has played Suggoi! Arcana Heart 2, Parace is a real b**** as well… T.T Grown men cry when she rapes you non-stop…

Mortal Kombat II. They just dive on you and continually pound you until you die, countering everything you do at lighting speed. Every character can block any jump attack by jumping straight up and kicking. They can throw you after throwing you, off the ground – repeatedly! Jade has my favorite for-the-AI-only move, though, where she turns invincible to fireballs for about half a second, requiring you to hold a button for a while first, if I recall. Almost useless in the hands of a player, but in the hands of the AI, it means you can’t ever throw a fireball, or she’ll charge right through it and kick your ass.
Super Street Fighter II Turbo. I just wanted to try Cammy’s new move. sob! Is that so wrong? I think this was a big contributor to the game failing hard around here: you were dead before anyone could show up to challenge you. Super Street Fighter II had really great AI, too, but with this game, they were right back to walking forward into flash kicks and worse.
Art of Fighting 2: I’ve heard it said that every single enemy in this game has SNK boss sydnrome, and it’s so true. I dedicated myself to beating it on the Playstation 2 a while back. I made it to that stupid boxer, as my 7th or 8th opponent, and I must have fought him for over an hour. The only thing that kept me sane was the fact that I couldn’t keep a straight face every time he said, ‘Yay! I won!’ in the same voice as the stupid kid from Ed, Edd, and Eddie. I felt like I was competing in the Special Olympics a bit there. But, true to form, the AI isn’t just cheap, it’s bad. I guess you can find holes in the AI and just exploit your way through the whole game, with the computer completely clueless as to how to defeat you.
Samurai Shodown III: Everything I said about Art of Fighting 2 pretty much applies here, except not so bad. I’m pretty sure the AI watches what you do and ‘learns’ to counter that, which means you can actually suddenly start to do better if you change tactics. I was fighting against Ukyo, and he was giving me a hell of a hard time, then I accidentally jumped over him and whiffed an attack. He tried to counter by charging at me, also whiffing, and I got a free hit on his back. I quickly learned that he would fall for this EVERY SINGLE TIME, and after many, many attempts to defeat him a single round, I came out and double perfected him. Not very satisfying. This game actually isn’t too bad if you play the right characters.
Clayfighters. This game just outright cheats on higher difficulty levels. For example, Bonkers the clown tosses EIGHT pies at a time instead of one. If you block it, you take a ton of chip damage. If you actually get hit, you can just about kiss your ass goodbye.
OMG this^ I hated her with a passion in the arcade version. I do like playing her at max difficulty for some added BS at home though. lol

Fucking Mario Kart Double Dash 150cc on the last few stages–The AI only gets red shells or stars once you get the lead, apparently.
I’d have to nominate the Suicide Ninja Dogs from the 360 Ninja Gaiden 2 Master Ninja mode. Unbreakable instant kill grabs…little bastards.
super turbo, gill from 3s, last boss on shank, any final boss on a samurai shodown game, and a bunch more i’m forgetting. the ai simply reads inputs and reacts how it was programmed to do.
Goodness, how could I forget Gill? =_= That guy is just plain stupid, especially THAT super art… >.>;;;

MK2 AI with the anti-uppercut uppercut.
FF3 Andy Bogard would shoryudan your jabs for 40% damage.
SFEX would immediately sweep you when it detected that you released down-back.
It took like 5 hours to beat AOF1 on hard. Like that one dude who beat Pac-Man, I now have no reason to ever play that game again.
sfex wasn’t that bad until you got to akuma/gouki who would input read you and punish any whiffed normals within range with a super. Whats that your trying to do a counter on the recovery frames from my teleport? SC teleport to shoryu reppa and beat out whatever you just tried.
Kaiser Knuckle - General.
Impossible to jump most of the time because of his “projectile” which spans outwards in three directions from his sprite, a Vega-style slide normal that is absolutely safe on block, and I believe could probably be a blockstun infinite in the corner. A fast-as-hell standing Fierce Kick, the CPU reads inputs so its nearly impossible to anticipate attacks and counter, etc.
Gill was hard only until you realized you could chip him out with low fierce > low fierce > SBK and similar gimmicky strats.
Art of Fighting 2 is not a fighting game, it’s a puzzle game. Pretty much you HAVE to figure out the patterns for the AI of every single fucking character in the game if you want to beat it. I’ve never even faced Young Geese in that game.
I have never beaten Johann in Rage of the Dragons. Not once. Yes, I’ve read about supposedly how you can trick his AI. None of those tactics ever worked for me.
Another super cheap bastard who somehow gets overlooked is Alpha 1 Bison. He has all the blatant input reading and zero-charge time specials as ST AI but everything he has is super-safe like CE Bison.
Rugal isn’t really THAT bad in any game except in 94’ and 95’. Moreso in 95’ because you have to fight Saisyu the round before and you don’t get any health/characters back.
the armored core series is pretty notorious for the AI to out right cheat, especially the early games
Ultimate Mortal Kombat 3 springs immediately to mind.
