El Fuerte’s rival is Zangief. He recognizes him as the Red Cyclone and wants to see if the Hurricane of the Gulf of Mexico is stronger. Ending: he asks Honda and Zangief what the ultimate dish is. Chanko, says Honda. Borscht, says Zangief. El Fuerte’s solution is to mix them together and add chili. He really is a terrible cook…
Rufus’s rival is obviously Ken, although his scene is slightly different (and not as funny) as from Ken’s perspective. After he wins, we find him in the desert with Candy, his bike broken down. Ken comes by in a huge SUV and asks if he wants help. Rufus, obviously, refuses. Very much a Paul Phoenix kind of ending, this.
Blanka’s rival is El Fuerte. He confronts him in the jungle, saying that whoever hides his face is a villain. Fuerte is offended and they fight. Blanka’s ending has him in Hong Kong with Dan in a non-speaking role, reuniting with his mom again.
Balrog’s rival is also Chun-Li, but not very much is said. She knows him but it doesn’t sound like she actually caught him before. Ending: his rifles through archives looking for treasure, and comes across a weird child, blonde with a bandaged head. As he hesitates, the child reaches out and his hand glows with the Shadaloo insignia. Next thing we know, Balrog is carrying the child out of the base, seemingly oblivious.
Dhalsim’s rival is Rufus (generally the new guys seems to get lots of screen time) who comes across him floating through the streets. Rufus is completely amazed at his levitation and wants to fight. In his ending, we see Datta once again reading a letter from Amy saying that Guile came back from a hard mission. Dhalsim has restored water to the village and is circled by happy children.
That should be everyone, I believe. Until I can unlock the bosses.

edit: in pervious games Akuma’s teleport had after images after it, In SF4 this is replace with black streaks. over all Street Fighter 4 has more effects in it then pervious Street fighter Games.
Honda… let me think. I think he too faces El Fuerte. His ending was already described: he returns home to find the other sumos waiting, and they scold him for breaking the sumo rules. He ends up beating them all.
Sagat: obviously facing Ryu (to the awesome remixed music, the first instance of it before you unlock Gouken) and they have a good fight. Ending: standing over a beaten Seth, he reflects on honor and how important his opponent is to him. He decides that winning isn’t important to him, only communicating through your fists.
Yeah, I haven’t noticed anyone switching over to an unlocked character. The only one who has another unlockable as a rival is Dan, and you need to beat it with Sakura to unlock him in the first place.
Also, I beat it with Guile again and noticed something. Guile is doing a Sonic Boom when Abel recognizes the move. That doesn’t necessarily mean that Abel has met Charlie; Seth can also throw a Sonic Boom. Now, since Seth knows several moves from other fighters he hasn’t met before, it’s quite possible that he learned it from an earlier tournament. So Charlie might very well still be dead.
Well, in one of the latest trailers (the same with the Vega tentacles), Guile is looking at someone who is trapped in a tube. He seems pretty sad (almost crying). Couldn’t it be Nash’s body (dead)?
Unlocked Akuma by beating him. Did that by playing through Medium with 1 or 2 perfects and no losses. Beat it with Akuma and no sign of Gouken.
Akuma’s intro has him sitting in a cave, where he senses that Ryu is about to go SnH. He goes out to make sure it happens. Rival: he fights Ryu at the volcano level. Akuma: “When are you going to transcend humanity?” Ryu: “You haven’t transcended humanity, you’ve thrown it away!” Cue awesome fight to another, orchestral remix of Ryu’s theme. Ending: As he leaves Seth behind, he realizes that Ryu is going SnH, but when he finds him, he also finds Gouken. “You sealed him away?” he asks, and then tries to do a SGS, but is countered. “Ah, the power of emptiness (mu). Well then, let’s fight for him.”
Pretty awesome allround, now I’m just afraid that I’ll have to actually beat it on Hardest, no losses, to find Gouken…
Okay, found it elsewhere. It’s “the flesh of the weak is the food of the strong.” Essentially “survival of the fittest.” In romanized form read from top to bottom: “jyaku niku kyou shoku”.
