Gen is not the grandfather of Yun and Yang. He only adopted them after his friend Lee died, who does, in fact, happen to be Yun and Yang’s father.

The red beret means two things. It’s both a type of class in the military, and an operative within one.
I don’t know who that “guy” in Dhalsim’s SFA3 stage is, if at all he is real. That could be his son practicing to meditate.
Another popular belief is that it’s an inflated replica of Dhalsim for people to visit when 'Sim himself is off somewhere fighting.

There’s a cut scene in Street Fighter 2 animated movie where Sagat do a knee lunge hold on Ryu. I’m not so sure why this scene never made it to the final cut of the movie, but this move served as an inspiration for the same move that he had in the Street Fighter EX series.
If anything, it was the inspiration for his throw in Alpha 1 (his classic SF2-series toss wasn’t restored in gameplay until A3). The EX series just did more justice to it by alternating his legs.
