By skeleton I really just meant the same level structure, character designs, ect. Platforms are still where they were originally, power ups and levels follow the same exact placements and order, all that. Though I didn’t realize the collection included new additions to the actual geometry of the levels and stuff like that.
When you put it that way, it makes much more sense to call them Remakes.
This is one of those interesting cases where you see qualities of the game being “Remastered” from the original source, while also having small additional stuff added in that actually change the game on a gameplay level. I’m not sure how you’d even categorize this.
It’s kinda like Dark Souls Remastered. It’s the same exact game, with a boost to resolution and FPS, but also added an additional bonfire and small quality of life changes. There’s less than a handful of actual texture changes that weren’t in the original game. So does that mean it’s purely just a Remaster? Obviously not because they added content that wasn’t there before, and it directly impacts the gameplay one way or another. It’s in small ways, but it’s there. At the same time, it’s not really enough of a change to the original to call it a Remake either.

Saying that RE2 and FF7 Remakes are de facto remakes is like saying “water is wet.”.
Taking games that mostly really added QoL changes and made the game look slightly better like OoT3D are real challenges to label.
I’d personally call it an updated re-release. There were a few updates here and there but over 90% of the game is still the same.
When I think “Remake” I think a true makeover from the ground up to bring a classic to current standards without making it lose its identity (Or else it’s a shitty remake that makes people mad because of all the retcons and stuff.)
Take Pokémon Heart Gold and Soul Silver for example. These games were built from the ground up, but when you play them, you recognize that they are Gold and Silver brought to “current” standards. (They’re a bit old at this point, lmao.)
I used that example instead of RE2 because I haven’t played or watched a LP of the original, so I don’t know if there were actual story retcons (not expansions.) but I consider that the same idea was applied.
They made the game from scratch in a new engine without taking away the core narrative of the original instead of porting the game, upping the resolution, adding some QoL bells and whistles and calling it a day.
