You block on wakeup for 2-3 frames (enough to block any meaty incoming), and then press upback + LP+LK, so if they throw, you tech, and if they don’t, you jump back with a light button (or in the case of Vega, with an airthrow), and are not stuck in the throw whiff animation. Easier said than done, but the theory is simple enough.
