Yun, Viper, Akuma, Fei Long, Cammy, Rufus, Evil Ryu, Ibuki and Ken are all better than Decapre. Easy.

She’s good but I’m not buying into the hype that she’s THAT good. People are abusing her Dp right now and not getting correctly punished for it, at least that’s my observations, you can literally just DP her back but no one’s doing it. People are also falling for dumb online shit like blocked daggers into DP. She does good damage and has good buttons, better than all of the other new characters easily.
You needed 9 in addition to Cammy, so you could still have Decapre in the conversation at number 10 with your list.
Besides, maybe she’s as good as Rufus or Ibuki? I don’t think it can be completely ruled out yet, character’s still getting fleshed out. The fact that month 1 online players are riding questionable gimmicks with her currently can’t really be counted against the character herself; lots of good characters have gimmicks that get left at home when the world catches on.
Agreed, I was thinking of putting Rose in there too, I think she’s very good, at least from my brief experience playing against her.
Her "vortex/mix ups aren’t anywhere near their level. Again for me, I feel like at best her scrambles involve a lot of guess/hope work as opposed to control. The spacing , the speed etc. She’s somewhere in between a hit and run and a 50/50 character for me, not a true vortex. You can hold focus a lot of the time against the scramble and just let it go on reaction. Also 've noticed on some of the hurt boxes her moves whiff a lot.

A 50/50 character can setup a knockdown situation but the mixup wont usually put the opponent into the same 50/50 scenario again. A vortex character is one where the 50/50 setup loops back into itself. E.G. Gekiro - ambiguous crossup or empty jump low - combo back into Gekiro and repeat. Hard knockdown into a demon flip setup that leads to another hard knockdown into a demon flip setup. ect ect.
A 50/50 character doesn’t get the same situation after their 50/50 connects. Rose does a throw into a U2 setup even if she successfully hits her setup she can’t do another U2 mixup. Rufus does forward throw into an ambiguous crossup dive kick he doesn’t get to do another hard knockdown -> ambiguous crossup dive kick if you don’t properly block the first one.
Anyone who can safe jump after their standard combo ender pretty much has a vortex though thanks to OSes, empty jump low vs safe jump. I’d put forth that a vortex also has to beat reversals so your only real option is to guess the 50/50.
I use j.lp for its air-to-air utility (Akuma, Ryu, Gouken). It’s also useful on offence to mix-in throw attempts or lead into crouch-tech busters due to it’s low block stun.
I also have a tendency to try and find weird uses for every normal just because. As an aside, I always find it really funny when a player hurls out a rarely seen normal on live streams which the commentators scratch their heads over. Bison’s nj.mp is a good example. I also really like how creative Chun players have to be with her normals to take advantage of her varied anti-air abilities.
I might be derailing, though on the Akuma forums a while back we were trying to figure out if the character had any truly useless normals. fs.mk was one contender and (at the time) so was cs.mk oddly enough. His nj.mp is pretty piss poor too. I’m of the view every normal has some valuable application though, the key is finding out where and when to plug it in.
Arguably Cody’s most useless normals is his close MK (whiffs on a lot of crouching when comboing into it due to reeling animations, doesn’t really open up anything combo wise you dont get better with close MP, doesn’t have a particularly good hitbox, is negative even on hit (though it is cancelable). Just doesn’t really offer much other stuff doesn’t just do better.
