Nothing stupid about increasing odds of winning with more complete characters. Tiering is a science it’s no more subjective than anything else based in research and theory.
There’s a difference between picking a character you think is good, to hell with what everyone else thinks.
And picking a character that isn’t good… because you like them.
I have a really good way of determining characters that are good or bad.
Good characters: Characters I enjoy playing.
Bad characters: Characters I don’t enjoy playing.
This system has never yet failed me.

I’m pretty sure what he meant is that the characters will never change in what tools they have unless the game is updated, so all that will change is whether or not we know that the character has those tools, and that will change what we think of them. Zero has always had the Lightning Loop since the moment Ultimate was released (I don’t know if he had it in Vanilla, I don’t think so though), we just didn’t discover it right away. Zero has always had these tools, but how we place him did not change until they were discovered, that is not to say he didn’t have them. So he was always as good as he is right now from the day the game launched since he hasn’t been buffed/nerfed since then. We just were unaware of it. As the tools were discovered, tiers started to reflect that. Remember when Wesker was considered broken godlike by a large portion of the player base? Then people found out that other characters have better tools. We started to understand that Wesker is not top tier.
I got around to washing my shower curtains and found out they were actually clear and not a cloudy yellow, amazing! Also found out you can throw them in the washing machine (on gentle with a few towels to prevent damage).
