All this tier talk is so early, but that is what makes it fun I guess :D.
My top 10 (no particular order within the top 10):
Magneto: Once you break past the increased execution barrier he is still so godlike. His new push and pull moves are pretty powerful in certain situations. Same Magneto basically with a few new tricks, and he’s a little slower.
Viper: From what I know not much changed with Viper, and that’s scary.
Zero: There has been so much debate on if Zero was buffed or nerfed, but I think that he is overall the same. He’s just a different character. If you build a team around his strengths he can dominate most the cast. The air dash nerf affects him more than other top tier characters. Meter building nerf forces Zero to work harder.
Dante: HSD means nothing to Dante. The meter building nerf hurts him a little, but considering the combo potential he has, he’ll rise over it. His execution barrier was raised and lowered in many ways.
Wesker: Wesker will still have some of the match up problems he had in Vanilla, but he is so scary as a point character with a horizontal assist. Dark Wesker is still just a scary.
Dormammu: A pseudo-self 50/50, canceling Dark Matter, buffed spells, buffed flight mode, and buffed specials. Dormammu is very scary, but still suffers from being rush downed, especially with the flame carpet nerf. Regardless he is superior to Ghost Rider in every way and plays great rushdown and keep away.
Dr. Doom: Under utilized in Vanilla and even better in Ultimate. Footdive is scary with the extra speed and hard knockdown. Doom is possibly the most splashable character in the game.
Phoenix (Jean): I am really unsure about this due to the variety of meter nerfs, but I foresee Phoenix still being very dominating. It’s harder to get five, but if she does it’s game.
Spencer: With a good horizontal assist, Spencer is really scary. I envision him being extremely underrated.
Nova: I think this is the new character to watch out for. He has all the tools he needs. A little slow and unsafe, but he makes up for it in tools. Three hypers for 1) Punishing assist, 2) Punishing projectiles, 3) Combo purposes. He can zone reliably with barrier + javelin, and is rush down is viable despite a slow air dash. I like his combo tools and his air grab potential. I am a big fan of Nova, and he is the new character I put stock in.
People on the verge:
Storm: Similar to Magneto. Not really nerfed at all.
Vergil: A little over hyped, but Vergil is a threat. The unsafe normals is really a mute point, but I do buy into his weaknesses as far as approaches, meter dependencies, and I think his reset game is a little over hyped. Only time will tell.
Akuma: I buy into the point game of Akuma. Especially as a second character, with some meter to spend. His air demon flip is unsafe but can create some ambiguous set ups/mind games. With a fireball to cover approach, a pseudo teleport, an overhead, a punishing super, two divekicks, a powerful tatsu and combo potential Akuma makes up for his short normals. His assist is still good also.
Frank West: I love, love, love this character, and at level 3-5 his is pretty godlike. Unfourtanately, I sometimes don’t see the point in leveling up a character when other characters have the same tools by default. His slide and anti-air take the place of She-Hulk and his assist is good, but Frank needs a dedicated team.
Trish: Same as vanilla. Great matchups around and she was overall buffed, but Trish depends on the higher tiers to be placed.
Wolverine: Still very,very good. Just not derpy. Needs a dedicated assist and needs to be a point character. His combo extension has been limited.
Captain America: Very solid. Has all the tools to be a great point character when paired with an assist. Captain’s damage output is great and his projectile leads to zoning and leads to hit confirms. Captain is limited by his horrid DHC synergy. I also like Caps Shield Slash assist.
Stider: All the potential in the world. Great assist, great mixups (though I think they’re overrated. His teleport is high and awkward. I actually think wall cling may be better for mixups than his teleport), two great level threes. He’s a mean anchor, but I really want to see someone make him GREAT and not just good on point.
Firebrand: Definitely solid. Mixups are hard to see and block. Damage is a little low, but makes up for it with utility.
Respect your opinion and def see where you are coming from, but strider has so much tools he’d be too good if he could get 500k+ meterless combos. Plus, Ouroboros is too cheap for Strider to be mid tier.
Between that and full screen gram hitconfirms, it’s like having a dark pheonix with decent health for a temporary time literally turning a formidable enemy into a chicken blocking ragdoll.
If you can block you can pushblock dash in and combo the wiff since his dash speed is absolutely insane, don’t worry squid once the tech starts coming out he can only get better.
I think ghost rider is going to have the same problem Taskmaster had in Vanilla. Solid tools and options, but he looks like he’s going to reach a point where most of his tech ends up being figured out by week 2, causing him to just slowly slip from there.
Dunno, I sort of disagree here. He can chain 50/50s better than most of the other pixies.
Ghost Rider is hella fun, but I see way to many problems there. Not only does he have matchup issues (like many of you mentioned), but he literally has no mixup, and has some of the worst hitconfirms in the game, both in terms of how easy the confirm is, and the number of different things he needs to confirm before a combo.
Also, I’ve been playing with Strider, I’m convinced I can get better BnBs than those, might need assists though, which kinda conflicts with his Day1 status as XF3 + Uroburos Anchor.
Strider is at least A-tier. Any postion on the team he is an asset. I personally like him best second as he has the meter for orbs and if you land a hit that is pretty much a dead character. Any character that can literally force you to not do anything can’t be mid. His combos are on the weak side (500k) but with mixups so silly why would he do Dante damage. He has more tools to get in than pretty much anyone. Never mind the fact he has an instant overhead from damn near half screen.
Not like you really need anti Dark Phoenix technology (or so it seems), but Wright’s PTW assist in turnabout mode makes DP hilariously passive and unable to do shit for fear of getting instaraped. XF2 + Wright assist ends up negating most of the chip from XF3 DP, and if she tries to mix up or go in on you she’s very likely to get stuffed and killed by Wright no matter what’s on the screen.
DP really got nerfed on all ends. Directly (air actions, etc), and indirectly (meter gain, new characters having counters, meter drain moves, etc). So not only are the odds of hitting DP mode less now, but the ways of countering it are dramatically more effective.
Can’t see how she ends up S tier or even A tier at this rate. Time will tell I suppose.
Firebrand does have unblockables ala Viper… only problem is I have noticed that if you intentionally get hit by the assist coming in then its hard to convert any damage off of it.
Exactly my thoughts!, this is why i dont understand why top players like Justin are calling him cheap, vergil needs to work hard to get in safely, not to talk about the low health and average damage.
Also, being playing at a friends house who got the copy earlier(im in europe), and im finding ghost rider really annoying, to fight against that is.

Vergil is hella cheap. Wesker is derp (and also cheap).
On another note, Vergil is another reason I think IM is ass, rapid slash assist replaces Unibeam in most situations on most teams.
As a Task main/fanboy I am offended. Slip to where . . . A tier? Task is the definition of solid, true, but that’s what makes him so good. Ghost Rider on the other hand feels much more gimmicky like a scrub stomper. Maybe a better comparison would be Sentinel at release.
I played someone using zero with gamma wave… that seemed to work against me just fine
firebrand is fucking broken, and has so much tech that its going to be months before people realize how stupid of an anchor he really is. he is like viper levels of broken but people can actually pull it off instead of theorycraft all day about how awesome he is.
I think Strider has alot of potential and is a high contender in the game. I’d like to think Iron Fist is good too, but time will tell in that regard. It still makes me sad how they changed Tron, but I’ll manage somehow.

Firebrand has alot of mixup/reset potential, but unlike other characters I don’t see alot of tools that he can use to boost his damage. Also, no airdash.

He has an airdash. You can only dash at three angles downwards, but it’s the fastest and safest in the game.
Agreed, with XF3 and meter it’s absolutely stupid fast solo unblockables (aka hard-to-blockables). You might have a chance if you can fill the screen with plasma or just have great keepaway durability + assist (FB’s fireball is easily beat). Chris G was running him on point which I agree with at this stage of the game, but someone cornered him with FB as anchor and with the doppleganger out I couldn’t even comprehend whether the attacks were coming left/right/high/low. It’s still a Phoenix style weakness where you might not get it if you don’t watch out for side-TAC’s and happy birthdays.
Firebrand/Strider are going to be in a similar boat seeing as how I don’t think too many people want to spend 3 bars on Ragnarok. The tech will come for them (unlike poor MODOK) eventually and be a blocking nightmare.
3 days into Vanilla people thought Zero couldn’t do damage so we’ll see.
Either way he has broken ass mix ups so it won’t matter. Gets double overhead or or overhead then fake double overhead low mix ups off his teleport. Satellite allows him to do projectile + assist left/rights all the way across the entire screen by himself also.
