In a sense, it is faster - you’ve got less time to react.
I don’t have a PS3, so I only tested on the Xbox360. It’s possible (plausible even) that the PS3’s network performance has more lag and thus seems faster.

Well, there you go, folks. The game is actually the same speed online and offline, except that it feels faster with less time to react. Who would have suspected?
HDR T4 is still slower than DC T3 but it looks like using offline HDR T4 only offers a closer reproduction of online’s lower reaction times, not an accurate online T3 game speed.
People have known about this for a long time. On GGPO, when I play someone in Japan or China, I always play on turbo 1 for ST (the slowest speed). Why? Because turbo 1 from New York to Japan feels like turbo 3 offline.
