Iām gonna throw a guess at whatās going on for fun. I suppose ibuki got invited by karin for some important meeting, otherwise, whatās the occasion? But along the way, since birdie is working for karin (note that itās his default costume) he assumed her as some kind of intruder by mistake, or wanted to test her strength. Notice ibukiās defensive stance. So maybe theyāre probably gonna discuss about hiring ibukiās group or something along the lines of shadaloo.
I get that a female fighter isnāt necessarily going to have dainty skinny arms, but Ibukiās right arm looks a bit much.

Ibukiās dress is pretty simple, but I donāt see why it shouldnāt be. Girls wear simple dresses sometimes. Plus the story outfits are obviously simple on purpose. Theyāre free. Premium stuff is more elaborate and costs Zenny (whenever the store opens).

I like the outfit. Ibuki is usually never feminine. Now I hope the premium is that rumoured fan service costume but also ninja themed. I know fan service gets a bad rep but I like those costumes because of the edge and controversy. They should look at sf4 concepts and revisit the fishnet bodysuit ninja outfit.
(Her sfv default is a hands down classic, they took a otherwise monotone boring schoolgirl costume, and then added some new ninja elements to it. Effectively giving us a ninja and schoolgirl outfit in one.)

Yeah, I donāt think thatās intentional. I think sheās wearing white to contrast her dark hair and eyes, and the reverse is true for Karin.
The outfit itself is fine, as just one of the many alts sheāll likely get. Itās important to have at least 1 dress, so I can feel classy on some days. But whereās the Kunai straps!? Is Kunai reloading turned off with this alt? Heh.
Personally, Iām okay with her being pretty buff. If sheās going to be doing what sheās doing, Iād like her to look the part. Besides, I know my boy-obsessed girl, and what ya donāt know is sheās kinda insecure about her buff build ā oh no, weāre putting it in her backstory now. Canon!
Designs usually have meaning to them, but I suppose if not, that could be it.
