No, O.Sagat is also used by the japanese in their tourneys.
Muneo is an O.Sagat player, I just do not know if he has made it to some SBO final event. I have tried searching YT and got no results, but it is possible that he was listed with the Japanese characters, which I suppose YT can not automatically relate to.
can we talk about the japanese qualifiers too in this topic too? 
if i’m reading correctly from aka zangief’s page, three teams have qualified so far: Nuki/Muteki/Shiki, Gian/Kurahashi/YuuVega, Doctor(??, whos this?)/Noguchi/Tamashima

Sure, I should update the first post too. Doctor = Hakase, the deadly Dhalsim player who often teams up with Noguchi. Hakase/Noguchi/Tama were self-selected from the winning 5-player Gian Recital team (the other 2 being Shogatsu and Abebin). Yeah, the qualified teams are stacked so far…

According to NH2, another team has qualified: Nagase UFO, with Aniken (Ken), Otochun (Chun-Li) and ShootingD (Ryu). Big names.
I like this team to get second place.
Yeah, it is a very strong team, but against Hakase’s they will have two shotos against three top tier characters.
Aniken and ShootingD have been shoto doubling up for SBO a couple times now. I like how Otochun finally decides to team up with his brother as well, should be fun.
