He’s not reacting to your tiger shots, you’re throwing them at an unsafe distance. It’s a hard matchup for sagat imo. Tiger knee mid-screen, make sure to hit them on the way down to make it safe, all 3 of your standing kicks can be used in the footsie game.
Just be patient and lame him out.

Whats the consensus on the vs Yang MU?
I hear gat does well vs the twins. I can see vs Yun, but Yangs anti-FB game is much better plus his buttons seem to wreak gats. In the range that he can poke you with cr. mk/hk, there isn’t a normal you can hit with, let alone cancel to a TS or TK to push him out.
yang is harder for sure. i’m still not sure of my full strat against him. but a few things i’ve noticed its like when chun has ultra kinda got ban tshots but at the same time have to throw em. another thing thats worked for me is baiting out his dp’s and ultra 1ing them or even just dping them. i think rushing him down might be the key once you have got the meter and he has ultra not sure yet need more matches.

with akuma it depends on the style of the akuma. i have had conversations with both mago and tokido. I asked them for their opinions and i said i to them that i use both depending on the playstyle and they both agreed. you see in that matchup you have akumas that will try to turtle you those ones are the akumas u need to use u2 with akumas that like to get in your face or play the footsie game u1 is better . it also depends on how good you are at frame trapping and delay uppercutting. if your good at breaking crouch tech ultra 1 is better as well. anyways other characters i believe u2 should be used 100% are RYU SAGAT GUILE SIM (blanka not anymore becuase if you block a blanka ball ive found you can just ex kara dp straight into u1 because blanka is still airborn and its not too hard to do) some people use u2 against ADON which i can see why but i dont. Ken (depending on if the ken your vsing likes to fireball otherwise i use u1) Bison is another one that some ppl use U2 to on to punish teleport and Devils reverese but i still like U1 against bison to blow him the fuck up 
i guess also Deejay is good to use it i never played a good dj but i guess if the dj is super patient and just fireballs then yeah prob u2. i really think against guile u2 is the best i can actually react to light booms just inside medium range and it hits them for good damage and if your smart you can get 2 per round. Anyways thats all i can think off the top of my head i also sometimes pick u2 against evil ryu gouken and oni.hope that helps
